Comprehensive management approach
According to Mr. Truong Thai Son - Head of Digital Transformation and Telecommunications Department (Department of Science and Technology), the proactive public administration model is a comprehensive management approach, leveraging digital technology to predict and respond to social needs without requiring citizens or businesses to directly initiate requests.
Unlike the traditional way of doing things where people have to go to government agencies to submit documents, this model allows the government to proactively provide services based on important life events such as birth registration, school admission, license renewal, support for poor households, etc.
Core elements of the model include inter-agency data integration, demand forecasting using Big Data analytics, process transparency through online platforms, and putting people at the center of all service activities.
The Department of Science and Technology has been assigned by the Provincial People's Committee to preside over and coordinate with departments, branches and sectors to develop a plan to proactively deploy online public services in the first quarter. This is part of the effort to implement the Resolution on administrative reform, digital transformation and Project 06 of the Government, towards building a modern and effective digital government.
The Department of Science and Technology has listed in detail eight proactive public services expected to be deployed in Quang Nam, spanning many fields such as justice, education, health, culture and construction.
Among these, some outstanding services include “Active birth registration”, expected to be completed by April 30, 2025. This service is chaired by the Department of Justice, in coordination with the Department of Health, hospitals and medical facilities in Tam Ky City, People's Committees of communes and wards, the Provincial Police, the Provincial Social Insurance and the Department of Science and Technology.
When a child is born, the system will automatically receive data from the medical facility and initiate the birth registration procedure. The authorities will then proactively contact the parents to verify the information and issue a birth certificate without having to submit paper documents as before.
Another service, “Admission notification and proactive admission application”, is also suggested in the model, managed by the Department of Education and Training. Before the first admission period (grade 1 or grade 6), the system will automatically identify the list of students within the prescribed age range, send notifications about the expected school and the time to complete the procedures to parents via channels such as smartApp, Zalo, email or SMS, helping to simplify the process and reduce pressure on both families and schools.
In addition, services such as "Notification of renewal of medical practice license", "Notification of renewal/renewal of tour guide card" or "Notification of active confirmation of poor/near-poor households" are also proposed, targeting groups of workers in the health and tourism sectors and poor and near-poor households.
In particular, the service “Proactively synthesizing documents when people need to build houses” was proposed with the participation of the Department of Construction, the Department of Agriculture and Environment, Quang Nam Electricity and the clean water supplier, showing multi-sectoral connection to support people from the stage of preparing documents to connecting utilities such as electricity and water. These initiatives help reduce waiting time, creating flexibility in applying technology to administrative management.
Change of vision
Speaking at the conference to discuss the pilot implementation plan of proactive public administration held on April 9, Mr. Nguyen Duc Binh - Director of the Department of Science and Technology said that the implementation of proactive public administration is an important step in administrative reform, helping to reduce cumbersome procedures, improve service efficiency and create satisfaction for the people.
“This model is not simply an application of technology but also an opportunity to change management thinking, thereby optimizing resources and improving the quality of public services in the province,” said Mr. Binh.
The initial problems have also been identified. According to the representative of the Department of Science and Technology, the current data is incomplete and has not been exploited effectively, the implementation time in April and May 2025 is quite urgent, and the requirements for technology infrastructure, information security and data security are posing many obstacles.
To overcome these obstacles, the province needs to proactively build a local data warehouse, connect with the national database and issue legal documents to allow the pilot. Quang Nam needs a connected and synchronized data system, from which proactive services can be effectively deployed. This is a challenge but also a driving force for Quang Nam to promote digital transformation.
In the long term, the proactive public administration model in Quang Nam promises to reduce administrative procedures for people and improve the efficiency of state management through the application of advanced technologies such as artificial intelligence (AI), Internet of Things (IoT) and big data analysis.
The pilot in Tam Ky City with services such as birth registration and school admission notices will be a “test” to evaluate the feasibility and effectiveness of the model. If successful, this could become a model for replication in other localities, contributing significantly to the goal of building a digital government that Vietnam is aiming for.
The model also shows that Quang Nam is gradually realizing the goal of changing its vision: taking people as the center of service, turning the government from a management unit into a true companion of people and businesses.
