The report on the socio-economic situation in April and key tasks in May 2024 presented by the Chief of Office of the Provincial People's Committee Nguyen Trong Trang at the meeting stated: In April 2024, the Provincial People's Committee, the Chairman and Vice Chairmen of the Provincial People's Committee focused on directing all levels, sectors and localities to urgently advise and resolutely and effectively implement tasks and solutions in the management field, ensuring the highest completion of the goals and targets set out in the Resolutions of the Government, the Provincial Party Committee, the Provincial People's Council and the plan of the Provincial People's Committee on the main tasks and solutions for socio-economic development in 2024.

During the month, the province's socio-economic situation continued to develop, with many sectors increasing significantly compared to the same period last year. Notably, agricultural production continued to be stable and quite comprehensive, livestock farming developed steadily, and no dangerous epidemics occurred; the whole province planted 1,180 hectares of concentrated forests, handled 18 cases of violations of the Forestry Law, and paid 269 million VND to the State budget; aquatic product output increased by 1.9%...
In the industrial and construction sector, industrial production enterprises have proactively restructured, optimized production processes, made efforts to overcome difficulties, and flexibly adapted to market fluctuations to stabilize and develop production. The industrial production index (IIP) in April is estimated to increase by 10.26% and 20/25 major industrial products have increased output compared to the same period.
The service sector recovered strongly, with total retail sales of goods and service revenue increasing by 15.2%, export value increasing by 15.8%, total tourist arrivals increasing by 18.9%, total tourism revenue increasing by 32.7%; freight transport increasing by 12.4%, passenger transport increasing by 12.7%, transportation revenue increasing by 13.3%; the number of newly established enterprises increasing by 14.7%.
State budget revenue in April is estimated at VND 3,551 billion, equal to 83% over the same period; accumulated revenue in the first 4 months of 2024 is estimated at VND 18,214 billion, equal to 51% of the estimate and up 26% over the same period.
Along with that, the quality of cultural and social activities continues to be improved; social security policies are fully and promptly implemented. The province has launched a campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province. This is a correct policy, with profound humanity, demonstrating the tradition of "helping each other", "mutual love", supported and highly appreciated by Party committees, authorities at all levels, businesses, and people of all walks of life. During the month, political security, social order and safety were ensured, creating a favorable environment for economic development.

Based on the report content as well as through practical assessments, delegates attending the meeting discussed and analyzed to clarify the achieved results, difficulties and limitations related to many issues such as State budget collection activities, improving administrative reform index, digital transformation in various fields...; at the same time, proposed many solutions to effectively implement socio-economic development goals in May as well as in the whole year of 2024.

Speaking at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: In April 2024, the province's socio-economic picture continued to improve, with many areas increasing significantly compared to the same period. This shows the efforts of Party committees, authorities at all levels, and functional branches in directing, operating, and implementing the proposed programs and plans. It is also the result of the responsible participation of the business community and people of all walks of life in the province. In particular, Party committees and authorities at all levels have focused on performing well the task of removing "bottlenecks", difficulties, and obstacles, promoting development, production, and business.

Chairman of the Provincial People's Committee Do Minh Tuan also highlighted the positive changes and achievements related to planning work, progress of site clearance for investment projects, and the removal of "bottlenecks" in investment, production, and business. At the same time, he emphasized some limitations and weaknesses such as the low level of initiative in consulting and proposing by some departments and branches; the situation of shifting and avoiding responsibility still occurs; there are still incidents at the grassroots level that have not been detected and handled promptly... and requested departments, branches, and localities to focus on overcoming them soon.
Regarding the tasks in the coming time, Chairman of the Provincial People's Committee Do Minh Tuan requested functional branches and related units to continue to speed up the progress of establishing, completing, and submitting for approval functional zoning plans, detailed construction plans, and land use plans for the 2021-2025 period at the provincial level. This task must be completed by May 2024.

Along with that, focus on preparing the best contents for the upcoming Provincial People's Council meeting; conditions for the opening of the 2024 sea tourism season in localities such as: Sam Son City; Hai Hoa (Nghi Son town) and Hai Tien (Hoang Hoa).
The Chairman of the Provincial People's Committee requested sectors and localities to continue to accelerate the implementation progress and disbursement of public investment capital in 2024 for each project, especially those with slow disbursement progress. Focus on improving readiness in investment preparation, avoiding the situation of "capital waiting for projects"; urge contractors to concentrate human resources, materials, equipment, and add construction teams to speed up project implementation progress. Prepare conditions for the commencement of major projects and key projects in the province. At the same time, focus on resolving difficulties and problems related to key transport projects, not allowing the situation of slow progress in implementing these projects to prolong.
Chairman of the Provincial People's Committee Do Minh Tuan noted that all levels and sectors should resolutely, synchronously and effectively implement tasks and solutions to increase State budget revenue. He assigned the Department of Industry and Trade and Thanh Hoa Electricity to proactively grasp the situation and advise on resolving difficulties and obstacles in implementing power grid projects in the province. Especially the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen); the 220kV line project Nam Sum - Nong Cong.
The Chairman of the Provincial People's Committee requested functional sectors and local units to continue promoting administrative reform, creating an open and attractive investment and business environment; focusing on improving administrative reform indicators. Prepare well for the task of flood and storm prevention and control. This task must be carried out according to the "4 on-site" motto and must not be subjective or negligent...
At the meeting, delegates discussed and gave their opinions on the Project on the arrangement of administrative units at district and commune levels in the period of 2023-2025 of Thanh Hoa province; Project on merging Dong Son district into Thanh Hoa city and establishing wards under Thanh Hoa city; Submission of the Draft Decision amending a number of points of Clause 4, Article 9 of the Regulations on the process of conversion, investment in construction and management, business and exploitation of markets in Thanh Hoa province; Submission on the proposal to issue a Decision amending and supplementing Articles 4 and 5 regulating the order and procedures for naming and renaming roads, streets and public works in Thanh Hoa province; Draft Submission on the proposal to issue a Resolution approving the adjustment of the Housing Development Program of Thanh Hoa province to 2030; Report on the proposal to amend the tuition fee collection level from the 2023-2024 school year to the 2025-2026 school year as prescribed in Clause 2, Article 2 of Resolution No. 287/2022/NQ-HDND dated July 13, 2022 of the Provincial People's Council and some other important contents.
