According to the special correspondent of VNA, after arriving in Kazan city, Tatarstan Republic, Russia, to attend the expanded BRICS Leaders' Meeting, on the afternoon of October 23 local time, Prime Minister Pham Minh Chinh had a meeting with representatives of the Embassy, ​​Consulate General and the Vietnamese community in the Russian Federation.

Also attending were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son and leaders of ministries and branches in the working delegation.

Reviewing the history of Vietnam-Russia relations throughout history, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi emphasized that the Vietnamese community in Russia has a long history of formation, closely linked to the history of relations between Vietnam and the former Soviet Union and the current Russian Federation.

Over the years, the Embassy has made efforts to maintain, consolidate and enhance relations between Vietnam and the Russian Federation in the new situation. Research activities have been promoted and economic diplomacy has been given importance.

The Embassy has made many recommendations to strengthen relations between the two countries, especially in economics and trade, and implemented many measures to support businesses.

The representative of the Vietnamese community in the Russian Federation said that the community is growing stronger and stronger, currently with more than 70,000 people. The people have a stable life, their legal status and social position are consolidated, always looking towards their homeland and country. Many people have grown up, contributing to many fields of Russia and Vietnam as well as fostering the relationship between the two countries.

Expressing their joy at the country's development, the people said that the potential and room for cooperation between Vietnam and the Russian Federation is still very large; hoping that the Party and State will continue to promote cooperation activities with Russia, especially in the fields of economics, education and training, science and technology, tourism, etc., in which, they proposed solutions to remove obstacles in payment methods, develop logistics systems, increase flight frequency to create more favorable conditions for economic cooperation, etc.

The people also hope for solutions to help them access more information about the country's situation; build a database of overseas Vietnamese; find solutions to mobilize scientific and technological resources of Vietnamese people in Russia for national development; establish bridges between the country and overseas Vietnamese associations; organize more resource activities to create conditions for the Vietnamese community in Russia as well as around the world to participate, to further strengthen their feelings for their homeland and country; have a reward system for those who have made great contributions to the community and to the Vietnam-Russian Federation relationship.

In a warm and friendly atmosphere, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, sent to our compatriots and through them to all overseas Vietnamese in the Russian Federation the most sincere greetings and warmest feelings from home.

Expressing his joy at the growth of the Vietnamese community in the Russian Federation; sharing the difficulties with compatriots in the past due to the pandemic and other fluctuations, Prime Minister Pham Minh Chinh was happy that the Vietnamese people in the Russian Federation always promote the qualities of self-reliance, self-reliance, and national spirit to rise up as our ancestors taught: "High mountains have paths to climb/ Even dangerous roads have paths to take," and as President Ho Chi Minh affirmed: "Nothing is difficult/ Only fear that the heart is not steadfast/ Digging mountains and filling seas/ With determination, it will be done."

Reviewing the long-standing tradition of relations between Vietnam and Russia, especially in labor cooperation, especially education and training, Prime Minister Pham Minh Chinh said that Vietnam has more than 40,000 students and postgraduates studying and researching in the former Soviet Union and present-day Russia in many fields.

Many high-ranking leaders of the Party and State such as General Secretary Nguyen Phu Trong, President Tran Duc Luong, Prime Minister Phan Van Khai... spent time studying in Russia; many of the country's top successful businessmen also studied and worked in Russia.

Recalling the most difficult times of each country, when people had to struggle with the market, trading anything possible to make a living, work, and study, Prime Minister Pham Minh Chinh affirmed that the Vietnam-Russia cooperative relationship is continuous, comprehensive, all-encompassing, and profound in all fields. Through the ups and downs of history, the spirit of solidarity between the two nations has always been preserved and promoted in any circumstances, a legacy created and nurtured by generations of leaders and people of the two countries.

According to Prime Minister Pham Minh Chinh, the Vietnamese community in Russia has many things in common with the Vietnamese community around the world, but also has its own characteristics. The Vietnamese community in Russia is present and successful in all fields, united, unified, intelligent, contributing to promoting the image of Vietnam and the value of Vietnamese people in the host country.

Prime Minister Pham Minh Chinh hopes that the second, third, and more generations of Vietnamese people in Russia in particular and around the world will increasingly grow in quantity and quality, develop stably, have their legitimate and legal rights and interests respected and protected, and contribute to fostering the Vietnam-Russian Federation Comprehensive Strategic Partnership.

Informing the people about the country's situation, Prime Minister Pham Minh Chinh said that in the context of the complicated and unpredictable developments in the world, Vietnam still maintains its independence, autonomy, sovereignty, and territorial integrity; its security and defense potential has been strengthened; the macro-economy is basically stable; growth has been promoted; inflation has been controlled; major balances have been ensured, with surpluses; the investment and business environment, attracting foreign investment are bright spots; Vietnam has risen to 35th place in the world economy, with a trade scale in the top 20 countries in the world.

Party building work is focused on, Vietnam is actively preparing for Party Congresses at all levels towards the 14th National Party Congress; foreign affairs and international cooperation are bright spots, with bustling foreign affairs activities, increasingly affirmed position and role in the international arena; social security is ensured, even when suffering heavy damage from the recent storm No. 3; the whole country strives to have no more temporary or dilapidated houses by the end of 2025.

Affirming that “Overseas Vietnamese are an inseparable part of the Vietnamese ethnic community,” Prime Minister Pham Minh Chinh said the Party and State always protect legitimate and legal rights and interests and build a community that is increasingly strong in both quantity and quality; there are many policies aimed at overseas Vietnamese.

Responding to people's requests and assigning ministries and branches to directly handle them, Prime Minister Pham Minh Chinh praised the Embassy and Consulate General for their efforts in promoting Vietnam-Russia relations, caring for, building and protecting the Vietnamese community in the Russian Federation.
