(QNO) - In addition to assessing the achieved results, the draft Mid-term Report on the implementation of the Resolution of the 22nd Provincial Party Congress presented at the 12th Provincial Party Committee Conference also frankly acknowledged the limitations and shortcomings and analyzed and clarified the causes.
In the economic field, according to the draft report, the average GRDP growth rate (2010 comparative prices) for the three years 2021 - 2023 is about 3.8%, not reaching the set target (7.5 - 8%).
Analyzing the causes, the report pointed out that in 2023, there will be no new revenue sources, the economic situation is predicted to be difficult; moreover, the revenue in 2022 increased dramatically, and it will be difficult to achieve in the following years, so the estimated budget revenue in the province in 2023 will only be 79.5% compared to 2022.
Meanwhile, the automobile manufacturing and assembly industry is facing difficulties due to a narrowing consumer market; weak competitiveness compared to other domestic and imported car companies... Services and tourism have recovered and developed well after the pandemic but are not commensurate with the province's potential and strengths.
Investment promotion has not met requirements. Mobilizing development investment capital has encountered many difficulties, many key projects lack capital. Land acquisition, compensation and site clearance in many localities are still delayed.
Most businesses in the province are small-scale, limited in finding partners, joint ventures, and associations for development; there is no strategy or appropriate investment to exploit e-commerce applications.
In the province, there have not been any new factors promoting development, so it is forecasted that the implementation of socio-economic development targets in the remaining years will face difficulties, and it is likely that it will be difficult to complete some targets for the 2020-2025 period.
According to the draft report, poverty reduction has achieved important results. By the end of 2023, the poverty rate will be 5.92%, reaching 48.5% compared to the target set by the Resolution of the 22nd Provincial Party Congress.
However, the quality of poverty reduction is not yet solid. The poverty rate is higher than the national average (the national poverty rate is expected to decrease to below 3% in 2023).
The national security and social order situation in the province is still potentially complicated. There have been some particularly serious road and waterway traffic accidents, causing damage to property and loss of human lives.
The work of preventing corruption and negativity, and self-inspection to detect corruption and negativity in some units and localities is still limited; in particular, some leaders have violated the law and must be criminally prosecuted.
In the field of Party building, the draft report acknowledges that the work of Party building and rectification has not been properly focused at times and in some places. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been passive and sometimes not timely. The implementation of Conclusion No. 21 of the Party Central Committee, Conclusion No. 01 of the Politburo and Regulation No. 1224 of the Provincial Party Standing Committee in some places has been formalistic.
The work of mobilizing people to implement major policies of the province is not very effective, especially the work of compensation, site clearance, resettlement in the plains, poverty reduction, new rural construction, economic development in mountainous areas, ethnic minority areas...
