This directive is to specify the guidance of the Ministry of Finance. Accordingly, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies and units to carefully study the guidance contents from the Ministry of Finance, and at the same time advise and develop specific documents to submit to the Provincial People's Committee.

This is to ensure that public assets are managed and used effectively, avoiding loss and waste during the process of reorganizing administrative units.

The official dispatch of the Ministry of Finance clearly states the addition of instructions on the implementation of arrangement, placement, and handling of public assets, with the goal of ensuring transparency and efficiency in public asset management when there are changes in organizational structure, especially in localities that are implementing arrangement, merger, or adjustment of administrative boundaries.

This is an important step to improve the effectiveness of state management in the context of localities actively implementing administrative reform policies, restructuring and reorganizing the apparatus.
