Closely monitor the progress of each project, make efforts to disburse public investment capital

In the final year of implementing the medium-term public investment plan for the period 2021 - 2025, Hoa Binh province aims to achieve a public investment capital (PIC) disbursement rate of at least 95% of the capital plan assigned by the Prime Minister. The PIC disbursement results are expected to create a strong driving force for the province to achieve the economic growth target of 10% or more. Therefore, this is a task that has been directed strongly from the beginning of the year and the progress of each project has been closely monitored.

High pressure on disbursement progress

This year, the plan of the VDC assigned to the People's Committees of districts and cities is 1,858.2 billion VND. The pressure on the progress of capital disbursement is very high when placed in the context of localities resolutely implementing the arrangement of the apparatus of the political system. The requirement for the People's Committees of districts and cities as investors of projects using VDC in 2025 is to urgently speed up the progress of disbursing the allocated capital. Faced with the pressure on the progress of disbursement, the political system from the province to the districts and cities is taking action with high determination, great efforts, and specific solutions applied to each project with the goal of achieving the highest possible disbursement rate from now until the end of June 2025, minimizing the possibility of having to return capital because it is impossible to disburse all the allocated capital.

Also under high pressure on disbursement progress are key projects of the province using large amounts of public investment capital. Notably, 4 projects are facing difficulties in site clearance and land filling, including: Hoa Binh - Moc Chau expressway (section from Km19+000 - Km53+000 in the province); Hoa Binh - Hanoi regional connecting road and Son La expressway (Hoa Binh - Moc Chau); road connecting Luong Son - Xuan Mai town, Hanoi (phase 1); road connecting Tran Hung Dao street to Dan Chu ward (Hoa Binh city) connecting with National Highway 6. The total public investment capital poured into these 4 projects accounts for about 57% of the total public investment capital plan for 2025 of the whole province. Therefore, closely monitoring to remove difficulties and speed up the progress of each project is identified as particularly important links in the province's efforts to disburse public investment capital in 2025.

In 2025, the province was assigned a total capital of VND 9,118.173 billion by the Prime Minister; the capital approved by the Provincial People's Council is VND 9,125.173 billion. By March 13, the Provincial People's Committee had allocated and assigned detailed capital investment plans for projects. Regarding the capital investment plan allowed to be extended to 2025, the total capital plan allowed to extend the disbursement time is VND 2,684.828 billion. Of which, the capital to implement 3 national target programs allowed to extend the disbursement time to 2025 is VND 103.797 billion; the capital to implement the socio-economic recovery and development program allowed to extend the disbursement time until December 31, 2025 is VND 2,581.031 billion, arranged for the Hoa Binh - Moc Chau expressway investment project in the province. According to the assessment of the Provincial People's Committee, as of March 31, the whole province had disbursed a total capital of VND 1,291,821 billion, reaching 14.16% of the capital plan assigned by the Prime Minister. Although this result is higher than the average disbursement rate of the whole country, it requires drastic acceleration of progress and improvement of the disbursement rate in the coming time.

Speed ​​up progress while ensuring project quality

This year, disbursement of public investment capital is identified as one of the top important political tasks of all levels and sectors, contributing to ensuring the province's growth target of 10% or more in 2025. Resolutely and closely directing, since the beginning of the year, the Provincial People's Committee has issued 6 documents directing departments, branches, sectors, district and city People's Committees, specialized project management boards of the province and investors to implement a number of tasks and solutions to promote the disbursement of the public investment capital plan in 2025. At the same time, it decided to establish 4 working groups led by 4 Vice Chairmen of the Provincial People's Committee. The working groups will inspect, urge the removal of difficulties, and direct solutions to promote the disbursement of public investment capital in 2025 at departments, branches, sectors, localities and investors in the province.

Emphasizing the determination of the Provincial People's Committee, Mr. Quach Tat Liem, Vice Chairman of the Provincial People's Committee, said: The set target is that the disbursement rate of ODA in 2025 must reach at least 95% of the plan assigned by the Prime Minister. This is also an important content in the economic growth management scenario of the province in 2025. Therefore, the Provincial People's Committee resolutely directs departments, branches, units, and localities to develop and closely follow the disbursement scenario of ODA for each month, each quarter, each project. Assign the Department of Finance to closely monitor the disbursement progress of investors; promptly report to the Provincial People's Committee weekly and monthly so that the Provincial People's Committee can direct management solutions to ensure flexibility, timeliness, and effectiveness.

Along with that, the Provincial People's Committee requires investors to strictly implement the reporting regime on disbursement work, including making detailed disbursement plans for each project and strictly following the plans for each week, month, and quarter. During the implementation process, the heads of agencies, units, and localities are required to promote responsibility, closely monitor the progress of each project, grasp the situation, clearly identify difficulties, obstacles, and causes of slow disbursement of each project to directly direct timely solutions, ensuring both accelerating disbursement progress and implementing quality programs and projects using ODA.
