On August 12, Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province, has just signed a document related to the extension of the progress of the Housing Project for Low-Income People in Dien Nam - Dien Ngoc Industrial Park of the project investor, STO Rural Agriculture Investment Consulting and Sports Tourism Services Joint Stock Company (abbreviated as STO Company).
Previously, STO sent a document to the People's Committee of Quang Nam province requesting an extension of the project's progress. However, after review, the provincial government found that the project had been comprehensively inspected by the Provincial Inspectorate and issued Inspection Conclusion No. 06/KL-TTT dated April 11, 2023.

The Chairman of the Provincial People's Committee issued Official Dispatch No. 2622/UBND-NCKS dated April 28, 2023 on handling the above Inspection Conclusion. Accordingly, the Provincial Inspectorate has transferred the entire case file related to violations showing signs of intentional violation of the law and fraudulent appropriation of property of Mr. Tran Chien Thang, Former Chairman of the Board of Directors of STO Company, to the Investigation Police Agency of Quang Nam Provincial Police for further investigation, clarification and handling in accordance with the law.
On June 5, 2023, the Chairman of the Provincial People's Committee issued Official Dispatch No. 3458/UBND-NCKS in response to STO Company's request regarding the implementation of the above project.
"Currently, the case is under investigation, and there is no conclusion from the investigation by the Investigation Police Agency of Quang Nam Province. Therefore, the request to extend the progress and continue to invest in the construction of the Housing Project for low-income people in Dien Nam - Dien Ngoc Industrial Park by STO Company has no basis for consideration and resolution," the document clearly states.
This project was approved in 2010, divided into 3 phases. The project area is more than 18 hectares, STO Company is the investor. The completion and put into use deadline is August 2018.
The project has an investment scale including infrastructure system, public works, service works and 3,688 apartments with full living facilities, with a total capital of more than 708 billion VND.
Up to now, after 14 years, the investor has not implemented the project, causing the area to become shabby. The project area has just built 3 residential areas but they are in an unfinished state.
The road system has not been paved yet, the apartments are only partially completed, the water and electricity systems have not been connected. In the dozens of hectares of land, grass and trees grow wildly, and construction materials are scattered everywhere.
At the end of 2022, this project was transferred to another unit before being inspected.
The project also stopped construction implementation from October 18, 2022.
