Many positive results

According to the Department of Agriculture and Environment, during the development process, Da Nang has achieved many important achievements in creating breakthroughs in planning, changing the urban appearance towards modernity. However, the use of land resources still faces many obstacles, affecting the city's socio-economic development.

The leaders of the City Party Committee, the City People's Council, and the City People's Committee focused on directing departments, branches, and sectors to actively participate, proactively review and mobilize resources, and resolutely implement remedial and removal measures, especially from 2022 to present. After many efforts, the city has an important legal basis to remove difficulties and resolve problems related to projects and land.

Accordingly, on May 2, 2024, the Politburo issued Conclusion No. 77-KL/TW on the project "Plan to remove difficulties related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities". Then, on November 30, 2024, the National Assembly passed Resolution No. 170/2024/QH15 stipulating specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province, effective from April 1, 2025.

On April 1, 2025, the Government issued Decree No. 76/2025/ND-CP detailing Resolution No. 170/2024/QH15 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

After the Politburo and the National Assembly issued the above documents and policies, the City Party Committee, the City People's Council, the City People's Committee and departments, branches and localities urgently organized the implementation. Accordingly, the City Party Committee and the City People's Committee issued a plan to implement Conclusion No. 77-KL/TW with solutions and assigned tasks with specific completion progress for each agency, locality, unit and organization.

The City People's Committee has also established three working groups to direct, direct and directly research and propose solutions to problems in the fields of investment, planning, land and land prices. The city's working groups have been active, determined and proactive in quickly and effectively implementing the conclusions of the Politburo and the resolutions of the National Assembly.

In March 2025, the City People's Committee held a meeting with representatives of businesses and investors and requested the preparation of documents and procedures related to the implementation of removing difficulties and obstacles as well as preparing resources to implement the project immediately after being removed. At the same time, organize a conference to disseminate and implement the conclusions, resolutions, decrees, and plans of the Central and the City on specific mechanisms and policies to remove difficulties and obstacles related to projects and land in the conclusions of inspections, examinations, and judgments in Da Nang city.

In the recent short time, the city has actively implemented the contents under the city's authority. The City People's Committee assigned the Department of Agriculture and Environment to review the planning and all procedures for land allocation, land lease, and issuance of land use right certificates to report and propose solutions for a number of projects...

Regarding the Chi Lang Stadium Commercial and Service Complex project, at the end of March 2025, the People's Committee of Hai Chau District completed mobilizing the last households and businesses to agree to hand over the site so that the city can carry out the next steps. Director of the Hai Chau District Basic Construction Management Board Dang Van Hieu said that the district is completing procedures to allocate resettlement land, pay compensation, support... to the people as well as completing procedures to dismantle the project and clear the site.

Implement with the highest determination

Speaking to reporters of Da Nang Newspaper, Chairman of the City People's Committee Le Trung Chinh said that for the Chi Lang Stadium Trade and Service Complex project, the city has a specific plan and plan. In April 2025, the city will complete site clearance and adjust the planning, as a basis for organizing auctions in the coming time. The city has proactively reviewed the legal basis of projects on Son Tra peninsula and is actively coordinating with central ministries and branches to fully evaluate the projects and proactively develop implementation plans to remove difficulties and obstacles.

According to the Chairman of the City People's Committee, the general spirit is to remove difficulties and obstacles to ensure the harmony of interests of the State, people and enterprises. To do this, the city has directed departments, branches and sectors to closely follow the policies and guidelines of the Party and State, and legal regulations to advise and propose; at the same time, the city also works with enterprises and investors to share and provide related documents, as a basis to remove difficulties and obstacles in projects, land, etc.

“Recognizing the importance of removing difficulties and obstacles of projects and land in the conclusions of inspections, examinations and judgments in Da Nang city, the city has proactively and actively implemented them in the past time. Currently, the policies of the Central Government are very specific, the city is determined to promptly remove them in order to release resources from projects and land to promote socio-economic development. The city has set out a roadmap for implementation each month and each quarter and strives to complete the removal of obstacles and difficulties in 2025”, the Chairman of the City People's Committee emphasized.
