Commencement of the 500 billion VND National Highway 46 expansion project

On March 15, Project Management Board 85 (Ministry of Construction) together with contractors and related units held a groundbreaking ceremony to start construction of the project to expand National Highway 46 through Nghe An.


The ceremony was organized in a compact and economical manner, immediately after that the project's winning bidder, Hoa Hiep Company Limited, began to put machinery and equipment into construction.

After Nam Dan district (Nghe An) handed over 1km of land along the route, Project Management Board 85 and the contractor started construction of the project.

Mr. Nguyen Anh Dung, Deputy Director of QL46 Project Management (DPM 85) said: The groundbreaking ceremony lasted about 15 minutes under the witness of the PMU staff, contractors, supervision consultants and representatives of the local site clearance council. After that, the contractor immediately started construction of the first items.

The project to renovate and expand National Highway 46, Vinh - Nam Dan section, Nghe An province (abbreviated as QL46 Project) has selected a contractor since the end of 2024. However, due to difficulties in site clearance, by the end of last week, the Nam Dan District Land Acquisition and Clearance Council had only handed over the first 1km, just enough for the Board to sign a contract to hand over to the contractor for construction.

Excavators started leveling and stripping the construction site immediately after the contractor broke ground.

Accordingly, from the commencement date (March 15), the contractor has 12 months to implement the project. However, the contractor's construction time will be based on the local site handover progress.

As reported by Giao thong Newspaper, the project to renovate and expand National Highway 46, Vinh - Nam Dan section, has a total length of more than 10km. The starting point is at Km 21+642.44 (near M1 pier of Muou bridge, in Nam Giang commune, Nam Dan district), the ending point is at Km 32+334.53 (near M2 pier of Thien Duong bridge, in Nam Dan town, Nam Dan district, Nghe An province).

The project is invested in the scale of a level III plain road including 4 lanes, roadbed width of 21.5m, design speed of 80km/h.

The project has a total estimated investment of 500 billion VND, using the medium-term capital of the Central Government. Of which, the cost of compensation for site clearance is more than 166 billion VND; construction and equipment costs are more than 258 billion VND; project management costs are nearly 3.8 billion VND; construction investment consulting costs are more than 17 billion VND; other costs are more than 7.4 billion VND and contingency costs are nearly 47 billion VND.

According to the roadmap, the project was assigned by the Ministry of Transport (now the Ministry of Construction) to Project Management Board 85 as the investor representative. The winning contractor was Hoa Hiep Company Limited, and the supervising consultant was Consulting Joint Stock Company 6.

To serve the project, it is expected that the Nam Dan District Land Acquisition and Clearance Council will have to organize compensation and site clearance for 652 affected households, and relocate technical infrastructure systems on both sides of the route such as: domestic water lines, telecommunication cables, trees, and lighting. Due to changes in land policies, the land acquisition and clearance work has been extended longer than expected, causing the project to start construction 2-3 months later than originally planned.
