This afternoon, March 28, the People's Committee of Quang Tri province held a working session with LIG - Huong Hoa 1 Joint Stock Company to resolve difficulties and problems arising in the implementation of the LIG - Huong Hoa 1 Wind Power Plant project. The LIG - Huong Hoa 1 Wind Power Plant Project is invested by LIG - Huong Hoa 1 Wind Power Joint Stock Company, including 8 wind turbines with a capacity of 48MW, in Huong Tan commune, Huong Hoa district. This project is included in the list of Power Plan VII approved by the Government in July 2020. According to the report of the representative of LIG - Huong Hoa 1 Joint Stock Company, after being granted the investment policy, the enterprise mobilized all resources to ensure the progress of the project.

However, after many adjustments and extensions of construction time, the project has not been able to be implemented due to problems related to site clearance (GPMB) to hand over land to the investor. Some households requested compensation amounts many times higher than the land compensation regulations of Quang Tri province, without providing a basis for compensation, leading to exceeding the investor's ability to pay.

The investor recommended that the provincial People's Committee direct relevant departments, agencies and branches to coordinate with local authorities to increase direct communication with the people about the project's policy and compensation price according to current regulations. At the same time, there should be a plan to thoroughly handle individual cases that do not cooperate and demand compensation higher than current regulations to promptly hand over the entire site to the investor to implement the project.

Reporting at the meeting, the leader of Huong Hoa District People's Committee said that from March 2023 to now, the District People's Committee has approved the compensation, support and land recovery plan in 4 phases with a total recovery area of ​​10.4527/16.2466 hectares (reaching 65%).

On the other hand, from 2022 to present, in order to remove difficulties and obstacles in site clearance work in the area, Huong Hoa District Party Committee has established a Steering Committee for site clearance and construction of works in the district, as well as established a working group to assist the Steering Committee for site clearance and key works in the district.

The District People's Committee has also directed relevant departments and offices to review the construction process, implement compensation and support plans, and check conditions before enforcing enforcement against a number of households and individuals who do not agree on the compensation plan to hand over the site in accordance with regulations.

Concluding the working session, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested the People's Committee of Huong Hoa district to direct relevant departments and offices to complete the procedures for ending the public posting of the 5th phase of land recovery plan in accordance with regulations after receiving instructions from competent authorities on applying specific land prices for compensation when the State recovers land.

Organize a comprehensive review of the progress of site clearance and site clearance for project implementation, actively coordinate with investors and relevant departments and branches to urgently complete the plan for compulsory land recovery to implement the LIG - Huong Hoa 1 Wind Power Plant Project before April 5.

The Acting Chairman of the Provincial People's Committee also requested LIG - Huong Hoa 1 Joint Stock Company to continue reviewing the locations of turbines No. 1, 2 and 3, report and propose solutions in case the prescribed distance (300 m from residential areas) is not ensured.

Urgently hand over documents related to site clearance work for the 220 kV and 35 kV power lines that have been agreed upon by the Provincial People's Committee in Document No. 4282/UBND-KT dated September 20, 2024 so that the Huong Hoa District People's Committee has a basis to implement the next steps.
