The above draft decision consists of 6 chapters and 12 articles applicable to organizations and individuals organizing extra teaching and learning with the following contents: Responsibilities of People's Committees at all levels, education management agencies and relevant agencies in implementing regulations on extra teaching and learning; management and use of organization funds, inspection, examination and handling of violations in extra teaching and learning activities in the province...

At the conference, delegates expressed their agreement with Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning, which will better manage extra teaching and learning activities; help limit the situation of rampant and illegal extra teaching and learning; as well as contribute to ensuring fairness in education; promote students' self-study capacity, initiative and creativity... Along with that, delegates also focused on discussing, analyzing and clarifying a number of issues such as: Management of extra teaching and learning outside of school; responsibilities of principals, relevant levels and sectors; financial allocation and management mechanism... to avoid distortion and circumvention of the law; how to balance the need for extra learning and avoid overloading students, especially paying attention to vulnerable groups (poor students, remote areas)...

Concluding the conference, Standing Vice Chairman of the Provincial Fatherland Front Committee Ho Hong Nam acknowledged the profound and practical contributions of the delegates, and emphasized that the draft Decision of the Provincial People's Committee promulgating regulations on extra teaching and learning in the province is very important in implementing Circular 29 of the Ministry of Education and Training. Because extra teaching and learning activities are an area that receives great attention from society, not only related to education and training but also related to the rights of students, parents and teachers. Standing Vice Chairman of the Provincial Fatherland Front Committee requested the Department of Education and Training as the advisory body for the Provincial People's Committee to fully absorb the opinions, edit and complete the document to send to the Provincial Fatherland Front Committee according to regulations.
