This morning, January 9, Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien chaired a working session with Cam Lo district and dialogued with people of Cam Hieu and Cam Thuy communes on site clearance for the Cam Lo - Van Ninh expressway project, the section of the expressway overpasses on National Highway 9. Representatives of relevant departments, branches, localities and affected households attended.

The report of Cam Lo District People's Committee said that up to now, the locality has handed over clean land to the project investor for 6,584/6,584 km of the main route, reaching 100% in April 2024; 300 m/700 m of clean land for the National Highway 9 overpass bypass road through Cam Thuy commune; construction protection and handover of 250 m on the right side of the National Highway 9 overpass bypass road in Cam Hieu commune and 100% of clean land for the road leading to the highway with a length of 700 m.

Up to now, the locality has had 105/131 households and individuals allocated resettlement land, of which, 25 households are building houses. Regarding the site clearance work for the two overpasses, the representative of Cam Lo District People's Committee informed that the National Highway 9 overpass through Cam Hieu commune has 88 households affected.

Of these, 40 cases have been approved for 52 cases within the overpass; 29 cases have been approved for 36 households outside the overpass; the remaining cases have not been approved for land acquisition and clearance due to disagreement on unit prices and are still in the process of requesting support.

Regarding the National Highway 9 overpass in Cam Thuy commune, there are 30 affected cases. Of which, 13 cases are within the scope of the overpass, and the land acquisition and compensation for 11 cases has been approved; 2 cases have not agreed on the support price. 17 households outside the scope of the overpass are affected, of which 14 cases have been approved and 3 cases have not agreed on the housing compensation price.

At the meeting, representatives of households made recommendations on the installation of road safety corridor markers; households doing business and trading around the construction area wished to be supported in changing their occupations, and to receive reasonable compensation for residential and agricultural land; and to develop solutions to prevent flooding and subsidence in resettlement areas.

Particularly, households directly affected by the construction of the overpass require price support and social security for people after the completion of the project; the residential roads serving the project construction are currently damaged, affecting the travel and daily life of the people. Relevant units are requested to fix and repair them; there are support policies for households whose houses and structures are cracked due to the construction of the expressway...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that site clearance for the construction of overpasses on National Highway 9 is an important task to speed up the progress of the Van Ninh - Cam Lo expressway project.

Therefore, in the past time, local authorities at all levels have been active in protecting the maximum rights of the people on the basis of legal regulations. Therefore, in the coming time, we hope that the people will continue to agree and support so that the province can complete the goal of opening the expressway together with the whole country in April 2025.

Regarding the opinions of the people, we suggest that the People's Committee of Cam Lo district urgently coordinate with relevant departments, branches and sectors to review each specific proposal to advise on early solutions. In case the proposal exceeds the authority, it must be synthesized and submitted to the Provincial People's Committee for consideration and decision.

Recommendations related to the marking of road safety corridors, localities and related units shall implement according to the decision of the Ministry of Transport; the specific land price list will be applied when new regulations are issued in the near future.

Assign Cam Lo District People's Committee to review and synthesize households affected in production and business to propose solutions in accordance with regulations.
