Actively implementing Component Project 4

The Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway project, part of the Western North-South expressway, was approved by the National Assembly for investment in Resolution No. 138/2024/QH15.

The total length of the project is more than 124.1km, of which the main expressway length is 122.1km (passing through Binh Phuoc 99km, Dak Nong 23.1km), along with 2km of the route connecting to Ho Chi Minh road.

The expressway project through Dak Nong province is located entirely in Dak R'lap district. Compensation, site clearance (GPMB), and resettlement support for the section through Dak Nong province is Component Project 4. Dak Nong Provincial People's Committee is the competent State agency that has assigned Dak R'lap district as the investor.

Through the propaganda work, the people of the three communes where the expressway passes through, including Kien Thanh, Dak Sin and Dak Ru, all highly agreed. There was no illegal construction pending compensation on the expressway. Many households were willing to hand over their land when the State reclaimed it.

Chairman of Dak R'lap District People's Committee Nguyen Quang Tu said that the propaganda and site clearance work for the expressway has been basically smooth. The district has mobilized people to hand over the site early, especially in Hamlet 8, Dak Ru Commune, to have a site to start construction on April 28, 2025, according to the direction of the province.

Through a survey, Dak R'lap district determined that over 700 plots of land were recovered with a total area of ​​300 hectares. 212 households were resettled, with a total cost of compensation, support and resettlement of over 1,570 billion VND.

However, the Component Project 4 approved by the National Assembly has a total investment of 662 billion VND. Compared to the review and proposal of Dak R'lap district, the total investment of this component project will exceed 900 billion VND compared to the initial approval.

According to Director of Dak Nong Department of Construction Phan Nhat Thanh, exceeding the total investment as proposed by Dak R'lap district is not enough basis to submit for project approval.

Therefore, investors need to review and adjust the proposed scope of site clearance and technical infrastructure relocation to reduce investment levels.

Mr. Thanh said: The Department has requested Dak R'lap district to review the volume of land acquisition and clearance and some items of technical infrastructure relocation that are not really necessary to re-determine the total investment.

The Department also advised the Provincial People's Committee to direct relevant departments and branches to actively coordinate with investors to resolve problems during the implementation process.

The Gia Nghia - Chon Thanh Expressway project has a total investment of VND 25,540 billion, of which VND 12,770 billion is from the state budget (over VND 10,500 billion from the central government, the rest from the two localities), and VND 12,770 billion from investors. The expressway has 5 component projects, of which Component Project 1, which builds the main route of the expressway, is implemented in the form of public-private partnership (PPP) chaired by the People's Committee of Binh Phuoc province. Each province carries out 2 component projects on site clearance and construction of service roads and overpasses across its province.

Construction of Component 2 started earlier than planned

In addition to GPMB, Dak Nong was assigned as the agency in charge of implementing Component Project 2, which is to invest in building a service road and overpass across the area.

This project has a total investment of 338 billion VND from the local budget, assigned by the Dak Nong Provincial People's Committee to the Provincial Construction Investment Project Management Board (PPMB) as the investor.

Component 2 project was approved by Dak Nong Provincial People's Committee on April 8, 2025. The project's objective is to build a system of service roads and overpasses across the highway to ensure the travel of people in areas affected and separated by the highway. The project contributes to connecting traffic to the highway and promoting the investment efficiency of the highway.

Currently, Dak Nong Provincial Project Management Board has organized the preparation, submission for appraisal and completed the approval of the feasibility study report of Component Project 2. The investor has completed the survey, preparation, appraisal and approval of the design documents, construction drawings and estimates to select the construction contractor.

Gia Nghia - Chon Thanh Expressway is a project that Dak Nong province has always identified as being of special importance. Dak Nong Provincial Party Committee has directed the entire political system to join in removing difficulties and obstacles, speeding up the project implementation progress to soon complete and put into use.

The Provincial Party Standing Committee has met many times and directed that a component project section through Dak Nong must be started on April 28, 2025 to celebrate major national holidays.

On April 23, the Dak Nong Provincial People's Committee finalized the plan to start construction of Component 2 of the Gia Nghia - Chon Thanh Expressway. The Dak Nong Provincial People's Committee decided to hold the groundbreaking ceremony on April 28, 2025 to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

The groundbreaking ceremony of Component 2 of Gia Nghia - Chon Thanh Expressway was held by Dak Nong province on the morning of April 28 in Dak Ru commune, Dak R'lap district.

The groundbreaking ceremony will be attended by central leaders, leaders of Dak Nong and Binh Phuoc provinces, local authorities and people.

Dak Nong requested to organize a solemn groundbreaking ceremony, promoting the purpose and meaning but ensuring savings, safety and efficiency.

Currently, Dak Nong Provincial Project Management Board has coordinated with relevant units to level a land area of ​​more than ^1,000m2 to organize the groundbreaking ceremony.

After spreading the crushed stone foundation, the units prepared the stage, completed the installation of sound and lighting to complete the preparation work on April 27, 2025.

Previously, on April 19, the People's Committee of Binh Phuoc province held the groundbreaking ceremony for Component Project 3 and Component Project 5 of the Gia Nghia - Chon Thanh Expressway Project.

This is one of the key national projects, started to celebrate the 50th anniversary of the Liberation of the South and National Reunification.

At the groundbreaking ceremony, Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien affirmed the special strategic significance of Gia Nghia - Chon Thanh Expressway for the Southeast and Central Highlands.

The implementation of the expressway is expected to open a new chapter, creating strong momentum for Binh Phuoc to break through and deeply integrate into the overall development of the country.

According to Chairman of Dak Nong Provincial People's Committee Ho Van Muoi, in order for the project to start soon, the leaders of Binh Phuoc and Dak Nong provinces and the investor have closely coordinated.

The two localities have actively worked with ministries and branches to remove difficulties and obstacles, speeding up the project's implementation progress. After the groundbreaking ceremony, the two provinces committed to urging and directing units to actively coordinate and accompany investors to soon deploy and complete the expressway on schedule.
