Approval of Gia Nghia Expressway Component 1 Project

Component project 1, Gia Nghia - Chon Thanh expressway will invest in building a road with a total length of about 124.13km. The project passes through the districts of Dak R'lap (Dak Nong), Bu Dang, Dong Phu, Dong Xoai city and Chon Thanh town (Binh Phuoc).

The starting point of the project intersects with Ho Chi Minh road in Kien Thanh commune (Dak Nong) and the end point connects with Ho Chi Minh road, Chon Thanh - Duc Hoa section (Binh Phuoc).

According to the approval, the expressway will be invested and built in 2 phases. The first phase will have a scale of 4 lanes, a roadbed width of 24.75m (the section through Dong Xoai City is 25.5m wide), and a design speed of 120km/h. The completed phase will later be expanded to 6 lanes, a roadbed width of 32.25m (the section through Dong Xoai City is 33m wide).

The project is invested under the public-private partnership (PPP) model with a total investment of nearly VND20,000 billion. Of which, the capital mobilized by investors accounts for more than VND12,000 billion and the rest comes from the increased central budget revenue in 2022.

The project will be implemented under the BOT (build-operate-transfer) contract. The consortium of Vingroup Corporation - Joint Stock Company and Vietnam Technological and Commercial Joint Stock Bank is the investor proposing to implement the project.

Binh Phuoc Provincial People's Committee will be the competent authority, and will also sign contracts and select investors in 2025.

The construction of the Gia Nghia - Chon Thanh expressway is expected to create strong development for the Central Highlands and Southeast regions, connecting trade quickly with Ho Chi Minh City and key economic regions in the South.

The route will also open up opportunities to exploit tourism potential, processing industry and mineral exploitation, contributing to restructuring the regional economy in line with the orientation of the 13th National Party Congress.

The People's Committees of Binh Phuoc and Dak Nong provinces will be responsible for organizing site clearance and resettlement to ensure progress and compliance with legal regulations.

During the implementation process, relevant agencies and units are required to strictly control the quality, progress and construction investment costs, strictly implement regulations on environmental protection, ensure publicity and transparency, and avoid loss and waste.

According to the plan, the project will start construction in 2025 and be completed in 2027. The Gia Nghia - Chon Thanh expressway project meets expectations of a modern traffic axis, promoting regional economic growth in the new period.

The Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) Expressway is a section of the Western North-South Expressway Project. This project was approved by the National Assembly in its investment policy in Resolution No. 138 dated June 28, 2024. The expressway has 5 component projects, of which Component Project No. 1 - investment in the construction of the expressway - is implemented by the People's Committee of Binh Phuoc province.
