Satisfy expectations
For Dak Nong, after 21 years of establishment, the locality has had very encouraging developments. People's lives have been constantly improved.
Dak Nong has received attention from the Party and the State, creating favorable conditions for the policy of opening the Gia Nghia - Chon Thanh Expressway Project. This is a relentless effort of the locality in the past journey.
Mr. Than Van Hanh, residential group 2, Nghia Trung ward, Gia Nghia city said that people are looking forward to this project. The project will start construction quickly and be put into operation soon, which will facilitate travel and trade.
According to Mr. Hanh, with the newly opened high-quality traffic infrastructure, Dak Nong will attract many projects into operation such as bauxite clusters, aluminum production projects, etc.
With the highway, transportation costs will decrease and profits will increase. When businesses have more potential, they will pay attention to welfare activities for their home province and improve people's lives.
Promote people's support
In the entire village 7, Kien Thanh commune, Dak R'lap district (Dak Nong), there are 30 households affected by the expressway project. Of these, 3 households are the most affected, as most of their housing and production land belongs to the project.
This is a major project of the province, so the locality regularly mobilizes people to support. “There are families that are greatly affected. In many cases, the project has to take almost all of their houses and production land. Meanwhile, most of these households are old. In some cases, the families are in difficult circumstances. However, for the common good, people are willing to support," said Mai Duc Can, Head of Residential Group 7, Kien Thanh Commune, Dak R'lap District.
According to Mr. Can, it is very difficult to mobilize people to give up many of their assets that they have built up over a lifetime overnight. Therefore, following the motto of slow and steady wins the race, the Village Self-Management Committee regularly mobilizes and disseminates to the people even the smallest benefits when the project opens.
“People agree to support the sacrifice for the common benefit of the State. However, we hope that the State will have a policy to arrange decent housing for households that are completely affected. For cases that are less affected, the payment and compensation policy must also be satisfactory so that people can ensure their rights,” said Mr. Can.
Gia Nghia - Chon Thanh Expressway Project, section through Dak R'lap District, with a total length of 23.1km. Dak Nong Provincial People's Committee assigned Dak R'lap District as the investor to clear the project site of 283ha for 715 households and arrange resettlement for 202 households.
Hope the next place is better than the last one
The family of Mr. Nguyen Huu Thiem, village 7, Kien Thanh commune, Dak R'lap district is one of the most affected households as most of the house and land area belonging to the project passes through. According to his calculations, if the project passes, more than 1.4 hectares of both house and land area will be mostly recovered.
In addition to the spacious house that his family spent their entire life building, he also has more than 1.2 hectares of agricultural land planted with various types of trees. Each year, the garden brings his family hundreds of millions of dong in income.
In particular, in the past two years, agricultural prices have increased, and profits have increased. Despite knowing this, when the government campaigned for support for the highway, his family pledged to accept it.
Mr. Thiem is one of many households honored to attend the groundbreaking ceremony of the Gia Nghia-Chon Thanh Expressway Project organized by Dak Nong on April 28.
“When the roads are opened, people in the surrounding areas will have better conditions for traveling and trading goods. If we insist on opposing it just for the sake of our family, that is not acceptable,” Mr. Thiem stated his opinion.
According to Mr. Thiem, the people have agreed to support, the State should start working quickly and neatly. Another important thing is that the government arranges accommodation for the people. Whatever is done, the new accommodation must be better than the old one. Only then will the people's rights be guaranteed and less disadvantaged.
Ensuring harmony of interests between society and people
The house and land are the life's work of Nguyen Van Duong's family in village 7, Kien Thanh commune, Dak R'lap district. It is also the main source of income for the family.
At first, when he heard the news that the State was reclaiming his land, he was very confused. The important thing was to regret the effort he had made all his life. However, after being invited to a meeting by local officials and having the economic benefits of the project analyzed, Mr. Duong understood and was willing to let the State reclaim the land to implement the project.
“ Although we do not know the specific plan and compensation price, my family is committed to handing over the land area in the project. The project is big, the policy is big, and the people are ready to support. But I personally want to be resettled on the spot for convenience. My grandparents are old, and my children are affected by Agent Orange. If we are assigned a place to live too far away, it will be very difficult to travel,” Mr. Duong shared.
According to Mr. Duong, the project implementation was a great success. But how to ensure harmony between personal and family interests and the common interests of society, locality and country.
Expected to complete the project soon
The Gia Nghia - Chon Thanh expressway project, if started, completed and put into use soon, will greatly serve the socio-economic development of Dak Nong and the Central Highlands region.
When the highway is built, it will help trade become more convenient and faster. From here, it will promote the development of all fields and industries.
“We hope the expressway project will be completed soon to avoid prolonging the situation and affecting people's lives,” said Mr. Do Huy Hoa, residential group 2, Nghia Trung ward, Gia Nghia city (Dak Nong).
It can be said that when people unanimously support, and the resettlement and site clearance plans are implemented early by localities, these will be important factors for the Gia Nghia - Chon Thanh expressway project to be successfully implemented on time.
The Gia Nghia – Chon Thanh Expressway project has a total investment of VND25,540 billion, including: central budget capital of about VND10,536.5 billion; investor arranged capital of VND12,770 billion; the remaining is local budget capital of about VND2,233.5 billion, of which Dak Nong is VND1,000 billion.
The project is divided into 5 component projects, in which Dak Nong Provincial People's Committee is the managing agency implementing Component Project 2 (investment in construction of service roads and overpasses across the province) and Component Project 4 (compensation and resettlement support for the province).
