According to the summary report of the Ministry of Finance, the total medium-term public investment capital for the 2021-2025 period for the 3 programs is 102,000 billion VND (100,000 billion VND of domestic capital, 2,050 billion VND of foreign capital; career capital from the central budget allocated is nearly 97,900 billion VND.)

Results of the implementation of the New Rural Development Program by March 2025, the rate of communes meeting new rural standards reached 77.9% (the target for the 2021-2025 period is 80%); the rate of districts meeting new rural standards was 47.6% (the target is 50%); 6 provinces completed the task of building new rural areas (the target is 15 provinces).

The Sustainable Poverty Reduction Program has achieved the targets assigned by the National Assembly and the Government: The multidimensional poverty rate by 2024 is 1.93%; the poverty rate in poor districts is 24.86%; the poverty rate of ethnic minority households is 12.55% (down 3.95%).

In 2025, the total estimate and plan of the central budget capital for the 3 national target programs approved by the National Assembly is over 53,500 billion VND. To date, the Prime Minister has allocated over 30,000 billion VND. Regarding the remaining 23,000 billion VND, relevant central ministries, branches and localities are focusing on reviewing and adjusting in accordance with the practical situation...

In Binh Thuan, up to now, the whole province has 79/93 communes meeting new rural standards, 14 advanced new rural communes and 4 model new rural communes. Phu Quy and Duc Linh districts continue to maintain the title of meeting new rural standards at the district level.

In 2025, the total capital for implementing national target programs assigned to the province is 205 billion VND, of which only 6 billion VND has been disbursed so far, reaching 3.2%. Specifically, the National Target Program for New Rural Development has a plan of 140 billion VND, of which 6 billion VND has been disbursed, reaching 4.73%. Meanwhile, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, which was assigned 66 billion VND, has not yet been disbursed.

Relevant departments and agencies attended the meeting

Deputy Prime Minister Mai Van Chinh affirmed that the national target programs in recent years have achieved great results and need to continue to be implemented in the coming period. Deputy Prime Minister Mai Van Chinh requested the Ministry of Finance to advise the Government on developing plans and assigning specific tasks to ministries, branches and localities in implementing the programs.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to continue to strive to achieve the set targets and tasks for the entire period of 2021 - 2025. The ministries, through the Ministry of Agriculture and Environment, should promptly propose investment capital allocation to implement the national target programs, especially career capital. Localities should focus on implementing measures to increase the disbursement rate of investment capital to implement the programs; perfect the Steering Committees of the 3 programs before April 15; and organize a summary of the 3 programs for the period of 2021 - 2025 before June 30. During the summary process, ministries, branches and localities need to clarify the inadequacies, overlaps, dispersion and unreasonableness of the 3 programs...
