The opening ceremony of the P4G 2025 Conference was attended by General Secretary To Lam, Prime Minister Pham Minh Chinh, Minister of Science and Technology Nguyen Manh Hung; Lao Prime Minister Sonexay Siphandone, Ethiopian Prime Minister Abiy Ahmed Ali and UN Deputy Secretary-General Amina J. Mohammed... The event was also attended by representatives of leaders of ministries, sectors, international organizations and enterprises.

Speaking at the opening ceremony of the P4G 2025 Conference, Prime Minister Pham Minh Chinh affirmed the importance of the Conference in promoting public-private cooperation, helping to connect governments, businesses and social organizations to jointly develop breakthrough solutions and policies to achieve the United Nations Sustainable Development Goals (SDGs) by 2030.
Prime Minister Pham Minh Chinh emphasized that in the context of facing major challenges of climate change, natural disasters, environmental pollution and resource depletion, green transformation is an inevitable trend and strategy of all countries in the world.
The theme of this year's P4G Summit is "Sustainable green transformation, focusing on people" reflecting the common aspiration of all countries and peoples towards a better world, where people are the goal, driving force and resource for sustainable development. According to Prime Minister Pham Minh Chinh, in the green transformation process, countries need to ensure that no one is left behind, especially disadvantaged and vulnerable groups.
The Prime Minister affirmed that a green economy cannot lack green businesses; a green society needs green citizens and a green world needs green countries. Participating in and contributing to the green transformation is not only the responsibility but also the right of all countries. The Prime Minister pointed out that science and technology, innovation and digital transformation play a key role in promoting green transformation, and the market plays a leading role in this change.
Conference Overview
Prime Minister Pham Minh Chinh shared that Vietnam identifies green transformation as an inevitable requirement and an important driving force to achieve sustainable development goals. With progress in developing renewable energy and green agriculture, Vietnam has achieved initial positive results and is committed to continuing to implement green policies to achieve the goal of net zero emissions by 2050.
The Prime Minister said that at the Conference, Vietnam made three important proposals to promote the global green transition. These are:
Firstly , it is necessary to perfect green thinking, especially developing science and technology, innovation and digital transformation associated with green growth.
Second, build a responsible green community, with coordination between government, private sector and scientific community.
Third, promote international cooperation and develop green cooperation models such as public-private partnership (PPP), South-South and North-South cooperation.
Vietnam welcomes international initiatives such as P4G for creating practical and effective cooperation models, providing strong momentum for green transformation. Vietnam is committed to continuing to contribute to this process, creating a foundation for breakthrough initiatives and technologies to be deployed globally.
General Secretary To Lam delivers policy message at the Conference
Speaking at the Conference, General Secretary To Lam shared Vietnam's important policy messages on sustainable development and green transformation.
The General Secretary said that Vietnam is making constant efforts to reach an era of prosperous and sustainable development, contributing to building a socialist society for the goal of a rich people, strong country, democracy, fairness, civilization and happiness.
Vietnam is focusing on strategic solutions to promote development, including institutional reform, opening up the economy and unlocking resources for development. The General Secretary particularly emphasized the key role of science and technology, innovation and national digital transformation in promoting production, business and sustainable development models.
Vietnam has achieved remarkable results in developing renewable energy, especially wind and solar power, and will continue to promote the green agricultural model. Vietnam will continue to promote international initiatives on green growth and energy transition, while improving access to external resources to achieve sustainable development goals.
General Secretary To Lam affirmed that Vietnam will continue to promote the spirit of solidarity and innovation to build a green economy, sustainable and inclusive development. Vietnam will also continue to promote international commitments on energy transition and the target of net zero emissions by 2050.
Vietnam wishes to cooperate with countries and international organizations to develop new initiatives, creating momentum for global green transformation. All these efforts are for the purpose of protecting and preserving the Earth, the common home of all mankind.
The P4G 2025 Summit is a major step forward in the global green transition, where countries come together to tackle the major challenges of the 21st century.
