On the morning of October 1, the Standing Committee of Hoang Hoa District Party Committee held an expanded meeting of the District Party Executive Committee, term XXVII, to review the work situation in the past 9 months, solutions to implement tasks in the last 3 months of 2024 and discuss many other important contents.

Conference overview.

According to the report, over the past 9 months, Hoang Hoa District Party Committee has been united, unified, resolutely and focused in leading and directing the work of Party building, political system, socio-economic development, national defense and security, and achieved outstanding results in all fields.

Accordingly, the basic targets and tasks ensure progress, the socio-economy has grown compared to the same period. The total state budget revenue in the area in the first 9 months of 2024 is estimated at 2,101 billion VND, reaching 116.6% of the provincial plan, 96.9% of the district plan. Agricultural production is quite good, the total planting area is 21,169 hectares, reaching 101.6% of the provincial plan. The construction of advanced and exemplary new rural areas has achieved good results.

Industrial and handicraft production continued to be maintained and had a positive growth trend. Products of some key industries increased, such as: Clothing of all kinds is estimated at 58.3 million products, up 11.3% over the same period; balls of all kinds are estimated at 1.2 million, up 6.5% over the same period; fish sauce is estimated at 12.2 million liters, up 7.8% over the same period...

Tourism activities were bustling, with the total number of tourists in 9 months estimated at 2 million, up 53% over the same period, with revenue estimated at 1,706 billion VND.

The planning and site clearance work was directed with great attention and achieved good results, reaching and exceeding the set plan, especially the general urban planning task of Hoang Hoa which was approved by the Prime Minister.

The cultural and social fields have positive changes; key education continues to be maintained. Social security policies are implemented with attention, people's lives are improved. National defense and security are maintained, social order and safety are ensured.

The work of building and rectifying the Party and the political system continued to be innovated and achieved positive results; solidarity and unity within the Party and among the people were promoted. The work of thoroughly grasping and implementing the Party's resolutions, directives, conclusions and regulations was timely. The work of developing Party members was directed resolutely and achieved high results. The whole district admitted 446 new Party members. Party committees and Party organizations at all levels conducted inspections and supervision of 77 Party organizations and 13 Party members.

Discussing at the conference, delegates focused on clarifying the results achieved, the remaining shortcomings, limitations, causes and proposed solutions for implementation in the coming time. Most opinions focused on key issues, such as: Agricultural production activities, building advanced and exemplary new rural areas; difficulties in granting land use right certificates to people; the task of ensuring environmental sanitation in communes and towns; proposing solutions to promote, attract investment, create jobs for workers in the area; solutions to speed up the implementation of the campaign to support housing construction for poor households, policy households, households with housing difficulties...

Concluding the conference, Secretary of the District Party Committee, Chairman of the People's Council of Hoang Hoa District Le Xuan Thu emphasized: Time is running out, the workload in the remaining months of the year is very large, therefore, Party committees at all levels, authorities, the Fatherland Front, and organizations must be proactive, creative, determined, and resolute in synchronously and effectively implementing tasks and solutions. Each task and work content must be assigned specific responsibilities, regularly inspected, urged, and discipline strengthened in the implementation process. In the immediate future, review, evaluate, and clarify the advantages and difficulties in each sector and field in the last 3 months of the year and prepare a number of key tasks for 2025, on that basis, adjust and supplement strong enough solutions to complete the targets and tasks in 2024.

Focus on removing difficulties and obstacles, promoting production and business activities, mobilizing maximum investment resources to promote economic development. Implementing well the work of collecting state budget; removing difficulties to speed up the progress of land use rights auction to create resources for implementing investment projects approved by the People's Council. The District People's Committee focuses on concretizing direction and drastic management of socio-economic tasks and solutions.

The Secretary of the District Party Committee and Chairman of the People's Council of Hoang Hoa district requested relevant departments, branches and localities to well implement the guidance and prepare conditions for the Party Congresses at all levels for the 2025-2030 term. Lead and direct the work of merging Hoang Phuong commune into Hoang Giang commune. Continue to well implement the campaign to support housing construction for poor households, policy households and households with housing difficulties in the 2 years of 2024-2025 according to Directive No. 22-CT/TU of the Provincial Party Standing Committee.
