On April 29, the Provincial People's Council Party Committee solemnly held its 2nd Congress for the 2025-2030 term. Attending the congress were comrade Nguyen Van Hoi, Chairman of the Provincial Fatherland Front Committee, Standing Deputy Secretary of the Provincial Party Committee of Party agencies.

The Party Committee of the Quang Ninh Provincial People's Council is a grassroots Party Committee directly under the Party Committee of the Provincial Party agencies established in Decision No. 28-QD/DU dated February 25, 2025 on the basis of the Party Committee of the Office of the National Assembly Delegation and the Provincial People's Council. In the past time, the Party Committee of the Provincial People's Council has always been united, unified, focused on leading, directing, and organizing activities to ensure stability, smoothness, effectiveness, and efficiency according to the new organizational model; closely coordinated to promptly advise and handle newly arising issues under the direction of the Provincial Party Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee, and the Party Committees of the Provincial Party agencies.

The Party Committee has focused on leading, directing, thoroughly grasping and implementing the Party's resolutions, directives, conclusions, regulations, etc., especially focusing on the Central and provincial directives on innovation, streamlining the political system's apparatus, and operating effectively and efficiently. In addition, it has maintained working methods, promoted democracy, collective intelligence, and the role of Party Executive Committee members in advising and implementing Party Committee activities. At the same time, it has focused on grasping the ideas, motivating cadres, party members, civil servants, and workers to work with peace of mind, and enhance their responsibility in implementing assigned political tasks, meeting the requirements and tasks in the new situation.

During the 2025-2030 term, the Provincial People's Council Party Committee sets the goal of building a clean and strong Party Committee in all aspects, excellently and comprehensively completing assigned political tasks in conjunction with promoting digital transformation, contributing to building a rich, civilized, modern and happy Quang Ninh province. In particular, some key targets: 100% of subordinate Party cells develop plans and programs to effectively implement the Resolutions of Party Congresses at all levels; 100% of cadres, Party members and workers are propagandized, disseminated and thoroughly grasped the Party's directives and resolutions, the State's policies and laws; every year, over 90% of Party members are assessed and classified as having fulfilled their tasks well or better; every year, over 90% of subordinate Party committees and Party cells are assessed and classified as having fulfilled their tasks well or better. The Provincial People's Council Party Committee is assessed and classified as having fulfilled its tasks well or better. The Party Committee achieved the title of "Four-Good Grassroots Party Committee", and its affiliated Party cells achieved the title of "Four-Good Party Cells"... On this basis, the congress set out key tasks and solutions for the term.

Speaking at the congress, comrade Nguyen Van Hoi, Chairman of the Provincial Fatherland Front Committee, Standing Deputy Secretary of the Party Committee of the Provincial Party Committee acknowledged and commended the achievements of the Provincial People's Council Party Committee in the past term. He suggested that in the next term, the Provincial People's Council Party Committee continue to thoroughly grasp and further enhance awareness of the position, role, functions and tasks of the Party Committee, the Provincial People's Council Party Committee in the new revolution, as well as the important role of the contingent of cadres and Party members; resolutely innovate thinking and working methods to promptly advise the Standing Committee, the Provincial Party Committee Standing Committee to consider and decide on important issues of the province in the fastest, most accurate and most effective way.

The Congress needs to focus on in-depth analysis and identification of shortcomings to supplement the Political Report, the review report of the Party Executive Committee and promptly find solutions to overcome them in the coming time. After the Congress, the Party Executive Committee of the new term needs to urgently develop an Action Program to implement the Resolution of the Provincial People's Council Party Congress and the Resolution of the Party Congresses at all levels. Implementation solutions need to be carefully studied, ensuring scientific and effective; clearly defining the relationship between the Party Executive Committee and the Standing Committee of the Provincial People's Council in organizing and implementing tasks in accordance with regulations and practical situations.

The Party Committee needs to focus on leading and directing the effective implementation of the key tasks identified by the Party Congress, including: Continuing to focus on leading and improving the quality of advising on the organization of the Provincial People's Council meetings, fully, promptly and feasibly concretizing the Party's resolutions, ensuring that 100% of the Provincial Party Committee's resolutions are institutionalized into resolutions of the Provincial People's Council; strengthening close coordination with the Provincial People's Committee in preparing the content of the meetings; innovating the examination activities of the People's Council Committees; proactively advising the Provincial Party Committee and the Provincial Party Committee Standing Committee on solutions to concretize major policies, effectively implementing three strategic breakthroughs. At the same time, promoting administrative reform, applying science and technology, innovation, promoting digital transformation, aiming to streamline processes, increase publicity, transparency, connect directly with voters, effectively serving the goal of building digital government, digital economy, digital society and digital citizens of the province.

At the Congress, the decision of the Party Committee of the provincial Party agencies on appointing the Executive Committee, Secretary, Deputy Secretary and Inspection Committee of the Provincial People's Council Party Committee for the 2025-2030 term was announced. Accordingly, the Executive Committee of the Provincial People's Council Party Committee consists of 7 comrades; Comrade Vi Ngoc Bich, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council holds the position of Secretary of the Provincial People's Council Party Committee for the 2025-2030 term; the Party Committee Inspection Committee consists of 3 comrades.

The Party Committee of the Provincial Party Agencies also announced the decision to appoint a delegation of the Provincial People's Council Party Committee to attend the 1st Provincial Party Congress of the Provincial Party Agencies, term 2025-2030, including 9 delegates.
