Dien Bien determined to overcome the slow progress of key projects

NDO - According to the report of the People's Committee of Dien Bien province, among the key projects that are behind schedule, there are currently a number of projects that are too slow, significantly affecting the lives of the people. To remove difficulties and speed up the progress of the projects, at the recent meeting of the Steering Committee for key provincial projects, the provincial leaders gave specific instructions on each part of the work to the investors and the authorities of the districts and cities.

At the recent meeting of the Steering Committee for key provincial projects, comrade Nguyen Van Doat, Standing Deputy Secretary of the Party Committee of Dien Bien Provincial People's Committee, said: Although the traffic road project connecting key economic zones has been extended by one year compared to the initial approval period (2024), at this time, the progress of construction and installation packages has only reached 69.2% of the workload.

Project items, under the overall project of investment in construction of the Provincial Sports Center, the investor has just completed the work of marking and measuring the cadastral map with an area of ​​16.356ha; the work of measuring, counting, and making compensation and support plans has not been carried out; the progress of construction of some parts of the project (mainly gathering construction soil, constructing precast structures) is estimated at 10% of the contract value. The project of building resettlement areas and points of the Provincial Political-Administrative Center is currently carrying out organic excavation and site excavation.

Further clarifying the difficulties and delays in the project to build the Provincial Sports Center, Mr. Nguyen Minh Phu, Director of the Department of Culture, Sports and Tourism of Dien Bien province, said: The project was approved for investment in 2002 (phase 1) by the province and is now in its 23rd year of implementation.

Currently, the project is facing the biggest problem of site clearance. For over a year, the department has coordinated with the Land Fund Development Center (formerly under the Department of Natural Resources and Environment) and the City People's Committee to carry out the steps, but at times the lack of close coordination has slowed down the progress.

Also worried about the delay in progress due to land acquisition issues, Mr. Nguyen Huu Hiep, Director of the Provincial Agricultural Project Management Board (the unit assigned as the investor of the Nam Rom River Basin Multi-Disaster Management Project) informed: The project is scheduled to be completed by December 31, 2025, but up to now, there are still some packages that do not have construction sites. The main reason is that the coordination between the Land Fund Development Center and the wards of Thanh Truong, Nam Thanh, and Muong Thanh is not good, and the verification of land origin is not effective, so the progress of the land acquisition is stagnant.

Mr. Nguyen Huu Hiep, Director of the Project Management Board of Agricultural Works of Dien Bien province, informed about the progress of construction packages under the Nam Rom River Basin Multi-Disaster Management Project.

Sharing the difficulties and problems mentioned by representatives of project investors, comrade Le Thanh Do, Chairman of Dien Bien Provincial People's Committee, cited additional objective reasons affecting the progress of site clearance for projects.

He said: The 2024 Land Law and documents guiding the implementation of the Law have assigned localities to specify 59 contents under their authority. Accordingly, the Provincial People's Council and the Provincial People's Committee must issue 14 legal documents (specifically, the Provincial People's Council issues 3 documents; the Provincial People's Committee issues 11 documents). The effective date of the Law (August 1, 2024) is 5 months earlier than expected, thus greatly affecting the work of drafting and promulgating legal documents. In terms of content, the 2024 Land Law has many new provisions, requiring cadres, civil servants and public employees to study and receive training before they can apply them in practice, especially in site clearance.

To overcome the shortcomings and difficulties in site clearance that are the cause of the delay in project progress, the Provincial People's Committee has directed Dien Bien Phu city and the units assigned as investors to build a detailed schedule for completing site clearance work to carry out land auction procedures to select investors according to regulations.

Regarding the Nam Rom River Basin multi-disaster management project, Chairman Le Thanh Do assigned a specific completion time of before May 31, 2025, all site clearance work must be completed for the contractor to start construction.

"Require sectors and units to concentrate highly, mobilize all forces to work urgently and resolutely to complete all site clearance work before May 31, 2025," comrade Le Thanh Do emphasized.

Agreeing with the solution proposed by the Provincial People's Committee to direct site clearance, speed up disbursement progress, and implement public investment projects from the state budget, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, also criticized the way the Department of Natural Resources and Environment (before the merger of the two departments) acted as a sign of pushing and waiting. Some investors and local authorities did not dare to name individuals who were slow or ineffective because of respect and fear of conflict, which indirectly slowed down the progress.

The Provincial Party Secretary requested the leaders of the two local authorities, Dien Bien Phu city and Dien Bien district - where many projects are being implemented - to be more active in leading, directing and urging the implementation of tasks; at the same time, requested the two localities and investors of the projects to make detailed plans to make progress critical for each stage and each task under their responsibility, ensuring seriousness and flexibility, and at the same time to speed up the progress of the projects.

Referring to the current workload that local levels and sectors must focus on, which is to continue to arrange and streamline the apparatus in conjunction with the tasks of economic development and ensuring social security, Secretary of the Provincial Party Committee Tran Quoc Cuong affirmed that these are very important, difficult and complicated tasks because they not only require simultaneous implementation while there is not much time, but also for the common task and for the development of Dien Bien province, each cadre, party member and each sector and locality must constantly strive and make more efforts.

Emphasizing the requirement that "work results are the measure to evaluate cadres", comrade Tran Quoc Cuong assigned the Department of Home Affairs to review the results of task implementation of localities to advise the Provincial Party Committee to arrange and assign cadres appropriately, building a team of cadres with enough capacity to perform assigned tasks.

Regarding the land clearance problem at the Project of Roads connecting key economic zones, currently existing in Thanh Luong commune, Dien Bien district, which the authorities have determined to have violations in land leasing authority, with signs of procrastination affecting the overall progress of the entire project, the provincial leaders requested the investor and the People's Committee of Dien Bien district to coordinate in reviewing; at the same time, transfer the file to the Provincial Party Committee's Internal Affairs Committee for consideration and handling according to legal regulations.
