According to the Ministry of Ethnic Minorities and Religions, one more locality, Bac Ninh province, has completed the Program to eliminate temporary and dilapidated houses on the occasion of the 95th anniversary of the Party's founding. In addition, 14 localities are determined to complete the program in the second quarter of 2025 and 22 localities are determined to complete the program in the third quarter of 2025. The goal is to basically complete the elimination of temporary and dilapidated houses nationwide by October 31, 2025.
The results of the implementation of the elimination of temporary and dilapidated houses up to March 16, 2025 show that 54 localities have approved the need for temporary and dilapidated houses to be eliminated in the area to serve as a basis for organizing support implementation (5 provinces no longer have temporary and dilapidated houses and do not have to approve the review results). This number has increased by 6 localities compared to the previous reporting time.
Specifically: Binh Duong approved the need to eliminate 455 temporary and dilapidated houses and strives to complete 50% of the need by April 30, 2025, and then complete the elimination of temporary and dilapidated houses by June 30, 2025.
Ninh Binh approved the need to eliminate 1,216 temporary and dilapidated houses (819 new houses, 397 repaired houses). Ha Tinh approved the need to eliminate 1,374 temporary and dilapidated houses (1,064 new houses, 310 repaired houses). An Giang approved the need to eliminate 3,156 temporary and dilapidated houses (2,672 new houses, 484 repaired houses). Quang Tri approved the need to eliminate 7,663 temporary and dilapidated houses (4,460 new houses, 3,203 repaired houses). These four provinces are all striving to complete the elimination of temporary and dilapidated houses in the third quarter.
Ben Tre approved the need to eliminate 2,101 temporary and dilapidated houses (build 1,462 new houses, repair 639 houses) and strive to complete the elimination of temporary and dilapidated houses by December 31, 2025.
On March 10, the Prime Minister issued Decision No. 559/QD-TTg on allocating the use of 5% savings from regular expenditures in 2024 to support the elimination of temporary and dilapidated houses for poor and near-poor households.
Accordingly, the Prime Minister decided to allocate 509.7 billion VND of the 5% savings source of regular expenditure in 2024 from the targeted supplementary central budget to 7 localities and transfer 1,022.1 billion VND of the unused 5% savings source of regular expenditure in 2024 from 28 localities to 16 localities lacking resources; allocate 999.967 billion VND of the 5% savings source of regular expenditure in 2024 from 8 localities to 15 localities to support the elimination of temporary and dilapidated houses for poor and near-poor households.
The Ministry of Finance and the Standing Office of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide (formerly the Ministry of Labor, War Invalids and Social Affairs) shall, according to their assigned functions and tasks, be fully responsible for the contents, data of reports and proposals, recommendations, and ensure compliance with legal regulations.
Localities that have met their spending needs but have not used up the 5% savings from regular spending must transfer the remaining savings to account 3399.0.9114266 - funds for eliminating temporary and dilapidated houses opened by localities at the Transaction Office - State Treasury before March 20, 2025 to support other localities that are lacking resources. Based on the transfer level for each locality in Appendix I, the State Treasury will transfer money to the supported localities. For the 8 localities supporting 15 localities in Appendix II, transfer money directly to the localities receiving support.
Localities shall manage and use targeted additional funding from the central budget for local budgets, and support from other localities (if any) to support the elimination of temporary and dilapidated houses for poor and near-poor households in the area. The support level is 60 million VND/newly built house and 30 million VND/repaired house according to the conclusion of the Prime Minister, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide in Notice No. 523/TB-VPCP dated November 16, 2024 of the Government Office; ensuring timeliness, targeting, efficiency, and avoiding loss, waste, and negativity.
