List of proposed names of 34 provincial-level administrative units

On April 12, 2025, on behalf of the Central Executive Committee, General Secretary To Lam signed and issued Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Executive Committee. The Central Committee agreed on the policy of rearranging provincial-level administrative units nationwide to 34 units, including 28 provinces and 6 centrally-run cities.

The following is a tentative list of names of provinces, cities and political-administrative centers (provincial capitals) of 34 provincial-level administrative units.

I- Provincial administrative units do not merge

1. Hanoi City

2. Hue City

3. Lai Chau Province

4. Dien Bien Province.

5. Son La Province.

6. Lang Son Province

7. Quang Ninh Province

8. Thanh Hoa Province

9. Nghe An Province

10. Ha Tinh Province

11. Cao Bang Province

II- New provincial administrative units after merger and consolidation

1. Merge Tuyen Quang province and Ha Giang province, named Tuyen Quang province, political-administrative center located in present Tuyen Quang province.

2. Merge Lao Cai province and Yen Bai province, named Lao Cai province, the political-administrative center is located in the current Yen Bai province.

3. Merge Bac Kan province and Thai Nguyen province, named Thai Nguyen province, political-administrative center located in present Thai Nguyen province.

4. Merge Vinh Phuc province, Phu Tho province and Hoa Binh province; name it Phu Tho province, the political-administrative center is located in the current Phu Tho province.

5. Merge Bac Ninh province and Bac Giang province, named Bac Ninh province, the political-administrative center is located in the current Bac Giang province.

6. Merge Hung Yen province and Thai Binh province, named Hung Yen province, political-administrative center located in current Hung Yen province.

7. Merge Hai Duong province and Hai Phong city, named Hai Phong city, the political-administrative center is located in the current Hai Phong city.

8. Merge Ha Nam province, Ninh Binh province and Nam Dinh province; name it Ninh Binh province, political-administrative center located in present Ninh Binh province.

9. Merge Quang Binh province and Quang Tri province, named Quang Tri province, the political-administrative center is located in the current Quang Binh province.

10. Merge Quang Nam province and Da Nang city, named Da Nang city, the political-administrative center is located in the current Da Nang city.

11. Merge Kon Tum province and Quang Ngai province, named Quang Ngai province, the political-administrative center is located in the current Quang Ngai province.

12. Merge Gia Lai province and Binh Dinh province, named Gia Lai province, political-administrative center located in Binh Dinh province.

13. Merge Ninh Thuan province and Khanh Hoa province, named Khanh Hoa province, the political-administrative center is located in the current Khanh Hoa province.

14. Merge Lam Dong province, Dak Nong province and Binh Thuan province; named Lam Dong province, political-administrative center located in current Lam Dong province.

15. Merge Dak Lak province and Phu Yen province, named Dak Lak province, the political-administrative center is located in the current Dak Lak province.

16. Merge Ba Ria-Vung Tau province, Binh Duong province and Ho Chi Minh City; named Ho Chi Minh City, the political-administrative center is located in Ho Chi Minh City today.

17. Merge Dong Nai province and Binh Phuoc province, named Dong Nai province, political-administrative center located in current Dong Nai province.

18. Merge Tay Ninh province and Long An province, named Tay Ninh province, political-administrative center located in Long An province.

19. Merge Can Tho city, Soc Trang province and Hau Giang province; named Can Tho city, political-administrative center located in current Can Tho city.

20. Merge Ben Tre province, Vinh Long province and Tra Vinh province; named Vinh Long province, political-administrative center located in present Vinh Long province.

21. Merge Tien Giang province and Dong Thap province, named Dong Thap province, political-administrative center located in Tien Giang province.

22. Merge Bac Lieu province and Ca Mau province, named Ca Mau province, political-administrative center located in current Ca Mau province.

23. Merge An Giang province and Kien Giang province, named An Giang province, political-administrative center located in Kien Giang province.
