BHG - On March 24, 2025, the Provincial People's Committee issued a Decision to declare a natural disaster emergency for areas at high risk of landslides in Coc Pai town (Xin Man). Immediately after that, the Xin Man District People's Committee conducted a dialogue with the town's people to disseminate and listen to opinions to effectively implement the resettlement project for households in the coming time.
Due to the impact of climate change in recent years (from 2010 to 2025), heavy rains often occur in Coc Pai town, causing landslides and many cracks and subsidence at 10 locations. Through actual inspection, landslides have affected the houses of households. Above and below the landslide locations, many houses have cracked and subsided foundations; damaging 3 anti-landslide embankments and 50m of National Highway 4. In this area, in recent years, landslides and subsidence have severely damaged 1 embankment and 5 households have had to relocate to new places; the above natural disasters continue to affect and pose a high risk of landslides in the houses of 47 households, including 190 people. Mr. Ly Van Xuan, Coc Pai village shared: My family has lived here for many generations, if the government has a plan to stabilize the place, it would be great, but in case we are forced to relocate for safety reasons, we are willing to cooperate with the local government. However, we hope that the government will have appropriate policies to support people to stabilize their lives.

Sharing the same concern is the family of Ms. Xin Thi Bich, a family of 5, a poor household in Coc Pai village. Before the announcement of the emergency situation of landslides in areas of the town, Ms. Bich's family was eligible for support to remove temporary and dilapidated houses from the locality. Ms. Bich confided: With support to build a new house, I borrowed money to build embankments, build the foundation and level the ground. However, after checking, the location of the house was in the area that had to be relocated due to the high risk of landslides. I am very concerned and worried about the support and settlement policies in the future. At the dialogue with the local government, many people's opinions focused on the issue of resettlement locations, relocation time, as well as support mechanisms to help people stabilize their lives after moving to a new place.
Faced with the landslide situation in Coc Pai town, Xin Man District People's Committee coordinated with the Institute of Hydropower and Renewable Energy to survey, assess the current situation and provide a summary report on the landslide developments in the town center. An inspection team was established to assess the risk of impact on houses and infrastructure works, and at the same time warn households living in the area. In addition, Xin Man District directed functional forces to guard, put up warning signs and implement emergency evacuation measures in bad weather conditions. The authorities announced the resettlement project in Thinh Tang village, Ban Ngo commune and Coc Pu village, Nan Ma commune to create conditions for people to have safe housing.
In addition, the Standing Committee of Xin Man District People's Committee organized a dialogue with the town's residents, and listened to their opinions, recommendations and aspirations. At the event, Chairman of Xin Man District People's Committee Nguyen Tien Hung affirmed that the district always accompanies and supports in the spirit of "For the benefit of the people", hoping that people will soon stabilize their lives and feel secure in their work and production. The district will strive to apply, publicize and make transparent mechanisms and policies to best ensure the rights and interests of the people, especially ensuring the safety of people's lives and property in the face of natural disasters. People proactively coordinate with relevant agencies to quickly conduct an inventory of their land and property. At the same time, households in areas at high risk of landslides are requested to evacuate urgently and promptly register their residence at 2 new resettlement sites.
