Making a claim for the purpose of absconding

The situation of people using crystal meth causing trouble and holding hostages has created dangerous situations, even threatening the lives of the victims.

Each incident is a tense battle of wits between the police and the "stoned" subjects - where every word and action determines the safety of the victim.

At around 4am on March 27, in Bac Ninh, a man entered a house and then used two knives to control a 9-year-old girl. After receiving the report, the Criminal Police Department of Bac Ninh Province Police quickly arrived at the scene to rescue the child.

Unlike other "stoned" people who often act unconsciously, Phan Van Tuan (42 years old, from Hai Phong) made a very clear request: A motorbike and cash to escape.

Lieutenant Colonel Pham Van Ngu, Head of the Criminal Police Department of Bac Ninh Province Police, said that Tuan repeatedly made demands and threats, holding a knife to the child's neck.

After more than 4 hours of negotiation, the authorities agreed to Tuan's request to provide a motorbike and money for the subject to move from the 2nd floor down.

While going down, Tuan kept holding a knife to the child's neck with the intention of putting him on the motorbike to escape. The moment Tuan approached to get the motorbike, the knife moved out of the child's neck. Taking advantage of this gap, the police force rushed in to control Tuan, rescue the child, and ensure absolute safety.

Unexpected demands

Previously, on October 29, 2017, at the Central Institute of Forensic Psychiatry (Hanoi), Tran Duc Anh (23 years old) used a fake gun and a knife to control nurse Le Thi Ha with a very surprising purpose. That is, this subject came to the Institute with the purpose of "rescuing" his friend who was undergoing a psychiatric assessment. After controlling the victim, Tran Duc Anh made a request: There must be a car to take him and his friend home.

Faced with that situation, Hanoi City Police decided to respond to the subject's request and let officers and soldiers directly drive the car carrying the subject and hostage.

Throughout the journey from Thuong Tin to the city center, Anh repeatedly held a knife to the necks of both the victim and the driver. Using professional measures, the police successfully arrested the subject when the car stopped in front of the house.

Another incident, at around 9:00 a.m. on September 7, 2018, Lao Cai City Police (Lao Cai Province) received a report from the people about a subject using a knife to threaten a hostage and dragging a woman into house number 059 (on Nhac Son Street, Group 15, Coc Leu Ward).

When the police arrived at the scene, they discovered a subject who appeared to be high on drugs, holding a 35cm long knife in his left hand and holding the victim’s neck with his right hand. At this time, the subject continuously made demands to the authorities.

Realizing that the subject was hallucinating and holding a weapon that could endanger the victim, the police negotiated and mobilized to protect the victim's safety.

After many attempts to persuade and meet the subject's request to meet his family, at about 10:00 a.m. the same day, the subject agreed to release the victim.

Through investigation, the subject was identified as Nguyen Manh Thang (29 years old, Lao Cai). The subject confessed that due to hallucinations from using crystal meth, the subject took a knife from a butcher and wandered around the street after the above incident occurred.

Currently, drug crimes are very complicated, addicts are of many ages. According to a report by the Ministry of Public Security, by the end of 2024, the country will have more than 220,000 addicts, illegal drug users and people under post-rehabilitation management with management records.

According to Lieutenant General Nguyen Van Vien, Director of the Drug Crime Investigation Police Department (C04, Ministry of Public Security), of the total 95% of synthetic drug users, 70-75% are between the ages of 17-35, with a large proportion of them being young people, students and pupils.

Alarmingly, the number of people using synthetic drugs such as Amphetamine (also known as ATS) is increasing rapidly in localities; it is estimated that the rate of using synthetic drugs such as Amphetamine accounts for 60 to 70% of the total number of addicts. The age of people using crystal meth tends to get younger very quickly.
