Ministry of Industry and Trade does not let the relocation of power projects be blocked

In order to help clear land for key transport projects, the Ministry of Industry and Trade is resolutely directing the relocation of a number of power projects.

Resolutely implement

With the goal of achieving 3,000 km of expressway to serve socio-economic development, Vietnam is implementing many key transport projects. Accordingly, in 2025, 8 projects will be implemented to expand or build new expressways nationwide such as Long Thanh - Dau Giay, Ho Chi Minh City - Trung Luong - My Thuan, La Son - Hoa Lien and some newly built routes such as Dau Giay - Tan Phu, Cho Moi - Bac Kan... To promote the progress of the projects, the immediate task is to clear the land, including the electrical infrastructure works managed by Vietnam Electricity Group (EVN).

Regarding this work, a representative of the Electricity Department (Ministry of Industry and Trade) said that, implementing the direction of the Prime Minister, Head of the State Steering Committee for important national projects and works, key to the transport sector, the Ministry of Industry and Trade has established a specialized working group, including representatives of leaders and focal officers of EVN and electricity units under the Ministry, regularly sending periodic reports to the former Ministry of Transport (now the Ministry of Construction) to synthesize and report to the Steering Committee, providing updated information and data on the implementation of the relocation of electrical technical infrastructure works under its authority.

The Ministry of Industry and Trade has also issued many documents requesting EVN to coordinate with relevant units as well as direct its affiliated units to relocate power projects within the scope of clearance. At the same time, the Ministry of Industry and Trade has also established a working group to work directly with EVN and guide provinces and cities (Da Nang, An Giang, Can Tho, Soc Trang) to speed up procedures related to relocating high-voltage power lines to meet the project construction schedule, ensuring the progress of traffic projects according to the direction of the Prime Minister.

Complete the appraisal and approval process

Recently, many traffic projects have been blocked due to electric poles. However, according to Mr. Dinh Van Cuong - Deputy Director of Power Transmission Company 3, the renovation and relocation of electric poles must fully comply with the provisions of the Electricity Law, the Government's decree detailing the implementation of the Electricity Law on electrical safety; regulations on investment project management, quality, construction, maintenance of construction works and regulations of the Ministry of Industry and Trade, the Ministry of Construction (formerly the Ministry of Transport). Therefore, the design and design appraisal work must comply with current regulations.

Therefore, the progress depends on the support of local authorities in land allocation, administrative procedures and related parties such as investors and contractors.

Regarding the appraisal of documents for power projects that must be relocated, the Electricity Department said that immediately after receiving the documents, the unit proactively and promptly carried out the appraisal and notified the appraisal results or responded and provided instructions in accordance with regulations.

To date, the Electricity Authority has issued 38 notices of design appraisal for implementation after the basic design . There are currently no pending appraisal tasks under the responsibility of the Electricity Authority.

Committed to accompany and speed up progress

To remove difficulties in land acquisition and speed up the progress of key transport projects, on April 2, 2025, the Ministry of Industry and Trade held an online meeting with relevant localities.

At the meeting, the Ministry of Industry and Trade pledged to provide guidance and maximum support to speed up the process of appraising design documents for relocating high-voltage power lines under its authority. At the same time, it will shorten the appraisal time to the maximum according to the provisions of the law on construction investment as soon as it receives complete and valid documents.

Regarding the responsibilities of localities and the electricity sector, the Ministry of Industry and Trade requests that provinces and cities with projects passing through direct sub-project investors to continue to closely coordinate with the Ministry of Industry and Trade and EVN member units in the process of appraising documents, plans for relocating technical infrastructure works under their authority and related procedures for relocating high-voltage power lines.

At the same time, coordinate with EVN member units when constructing different intersections on the same line to ensure minimizing the time and number of power outages on a line, especially for important 500kV and 220kV lines.

Project management boards, contractors, and investors need to quickly carry out inspection and acceptance procedures for the project after completing the relocation to promptly put the line back into operation.

Deputy Minister of Industry and Trade Nguyen Hoang Long: During the implementation process, if there are any problems, localities need to immediately report to ministries, branches, and central agencies for resolution, all for the goal of completing the 3,000 km expressway plan this year.
