Since March 3, 2025, the XIX Tax Department has been operating under a new organizational model based on the merger of four Tax Departments, including: Can Tho City Tax Department, An Giang Provincial Tax Department, Dong Thap Provincial Tax Department and Hau Giang Provincial Tax Department. Could you please tell us about the operations of the Tax Department of Region XIX after converting the organizational model?

- The new organizational structure of the Tax Department of Region XIX has 14 departments and 19 district-level tax teams. The key staff of the new apparatus includes the leadership with the department head and 8 deputy department heads, 14 department heads and 19 tax team leaders assigned to the localities.

Immediately after the decision to convert the organizational model was made, the leaders of the Tax Department of Region XIX promptly and comprehensively deployed the contents related to functions, tasks, powers, and organizational structure to stabilize the internal ideological situation; directed the implementation of plans to ensure uninterrupted operations of the tax agency. In addition, the Tax Department of Region XIX also held a meeting and assigned specific tasks to each comrade in the Tax Department's Board of Directors. Organized the handover of data from the old apparatus to the new model. Implemented the upgrade and decentralization of applications according to the instructions of the Tax Department, ensuring the system operates and promptly resolves administrative procedures of taxpayers.

With the determination to build a streamlined, smooth, efficient, effective and efficient organizational structure, the Tax Department of Region XIX has completed the work of arranging the organization, personnel, and tax operations to put the new apparatus into operation in accordance with the direction, ensuring sufficient capacity to complete the political tasks of the industry in 2025 and the following years. The state budget collection result in the first quarter of 2025 of the Tax Department of Region XIX is estimated at 10,607 billion VND, reaching 30.31% of the estimate, equal to 103% compared to the same period in 2024. Of which, Can Tho collected 3,805 billion VND, reaching 31.5% of the estimate, equal to 118.95% compared to the same period in 2024; An Giang province's revenue reached 2,580 billion VND, reaching 35.74% of the estimate, equal to 83.19% compared to the same period in 2024; Dong Thap province's revenue reached 2,510 billion VND, reaching 26.25% of the estimate, equal to 109.18% compared to the same period in 2024; Hau Giang province's revenue reached 1,711 billion VND, reaching 27.94% of the estimate, equal to 100.75% compared to the same period in 2024.

To ensure smooth operations immediately after the model conversion, what preparations has the Tax Department made, sir?

- Clearly identifying the arrangement and streamlining of the apparatus as a particularly important task, an inevitable requirement to improve the efficiency, effectiveness and performance of the apparatus for the sustainable development of the country in the new era. The leaders of the Tax Department have promoted propaganda, dissemination and implementation of the policies and guidelines of the Party and State, the direction of the Ministry of Finance, the General Department of Taxation (now the Tax Department) in arranging and streamlining the apparatus to all civil servants and employees at the unit. Raising the sense of responsibility, unifying the awareness and actions of each unit level and each civil servant and employee, especially Party members and leading civil servants, to both successfully complete the task of arranging and streamlining the apparatus according to the policies and directions of the Party, the State and the Ministry of Finance, and comprehensively complete the assigned tasks.

The Department has clearly assigned and divided tasks based on functions and tasks according to the new model; arranged and assigned personnel based on capacity, quality and actual work needs to ensure fairness and objectivity. Directed and coordinated smoothly between functional departments to resolve work promptly and smoothly. Thoroughly disseminated to civil servants and employees that after the new apparatus comes into operation, regardless of their position, they must make the greatest effort, overcome all difficulties and challenges, and immediately start new work to complete assigned tasks well. In 2025, what key tasks will the Tax Department focus on?

- The Tax Department of Region XIX focuses on 5 key tasks. Firstly, stabilizing the organizational structure in accordance with the direction in Resolution No. 18-NQ/TW of the Central Executive Committee, ensuring streamlining, efficiency, effectiveness, smooth and seamless operation. Secondly, resolutely implementing state budget collection to ensure progress and collection tasks for the whole year of 2025; preventing revenue loss, transfer pricing, and tax evasion. Thirdly, promoting the implementation of digital transformation in the tax sector according to Resolution 57-NQ/TW of the Politburo, standardizing data according to Project 06. Fourthly, strengthening propaganda and support for taxpayers to ensure maximum support for taxpayers to fulfill their tax obligations. Fifthly, strengthening discipline in performing public duties.

So, what solutions will the Tax Department implement to achieve the set goals, sir?

- The Tax Department of Region XIX strengthens training, fostering, improving professional qualifications, skills and sense of responsibility so that each tax official has full capacity, professional knowledge and skills, is always dedicated to work and friendly with taxpayers, meeting the requirements of tax management in the new situation. Implement the amendment and promulgation of regulations, reorganize the Provincial Budget Collection Steering Committees according to the new organizational model; report to local leaders to continue to give opinions and direct departments and branches to closely coordinate with the Tax Department of Region XIX in implementing tax collection work in each locality. At the same time, closely coordinate with local authorities in sharing information and data related to taxpayers, managing business households, monitoring activities in areas with potential tax risks such as e-commerce, restaurant and catering, retail of goods and services, etc.

Continue to reform drastically, aiming to simplify procedures, reduce the burden on taxpayers, improve the satisfaction of people and businesses, in accordance with the direction of the Minister of Finance and the Director of the Tax Department. Widely deploy the eTax Mobile application to ensure that 100% of business households and individuals do it; strengthen management of petroleum businesses in the area, strictly implement the issuance of invoices for each sale. Organize dialogue conferences to guide, support and accompany taxpayers in fulfilling their tax obligations. Create the most favorable conditions for businesses and taxpayers in carrying out tax administrative procedures with tax authorities at all levels; ensure that they are always ready to support in the most convenient way, promptly answer questions to minimize errors and ensure compliance with the law. Strictly carry out internal inspection work, evaluate work results in conjunction with personal responsibilities, promptly reward groups and individuals who have excellently completed their tasks, and strictly handle violations and lack of service spirit.
