On October 30, at the conference to review the implementation of the plan to build a UNESCO global learning city in Ho Chi Minh City, the Ho Chi Minh City Department of Education and Training said that Ho Chi Minh City's participation in the global learning city network has promoted the spirit and activities of learning, and encouraged increased learning in society.

For example, in 2024, District 11 promoted regular learning according to the needs of "Learning what is needed", accordingly, the community learning centers of 16 wards coordinated to organize diverse classes such as IT for the elderly; English, Chinese for the elderly; classes on baking, haircutting, mask sewing, and makeup, attracting nearly 800 students to attend.

The entire city currently has 2,125/2,257 units achieving the title of "Learning Unit", a rate of 94.15%. By November 2023, the entire city had 1,146,075 citizens participating in self-assessment and scoring according to the Learning Citizen criteria, of which 1,084,213 people achieved the title of Learning Citizen.

Ho Chi Minh City will join the UNESCO global learning cities network from early 2024.

According to UNESCO's criteria for building a learning city, one of the criteria to achieve a global learning network is that Ho Chi Minh City must innovate learning in families and communities, including promoting lifelong learning movements in families and communities.

"Having many citizens participate in self-assessment and scoring according to the criteria of learning citizens is one of the strengths of Ho Chi Minh City in registering and being recognized by UNESCO as a global learning city. Ho Chi Minh City will continue and do better in this work to promote a learning society," said a leader of the Ho Chi Minh City Department of Education and Training.

According to the Department of Education and Training of Ho Chi Minh City, citizens who want to participate in the title of learning citizen, each individual will contact the local Association for Promotion of Education where they reside for instructions.

All citizens can register to participate in citizen learning with 4 assessment groups, including: group 1 for farmers and rural workers; group 2 for workers, small-scale workers, and household appliance repairmen; group 3 for officials, civil servants, and public employees from commune level and above; group 4 for students, students, and trainees.
