5 teachers in Hanoi were disciplined for violating extra teaching regulations, center operations were suspended

Five teachers in Hanoi were reviewed and classified as "Not completing their duties" due to violating regulations on extra teaching.

The Hanoi Department of Education and Training said it had received a report from the Department of Education and Training of Ha Dong district and the school about extra teaching and learning related to teachers and students of Van Yen Secondary School.

According to the report, Van Quan Education Center - where teachers from Van Yen Secondary School teach extra classes - has registered and been licensed to operate at address A48, TT3 Van Quan urban area, Phuc La (Ha Dong, Hanoi).

5 teachers including: D.TPL, VTMH, TTVA, D.TMH and NTB from Van Yen Secondary School, of which 3 teachers (D.TPL, VTMH, TTVA) signed a working contract with Van Quan Education Center and reported to the school about participating in extra teaching at this center.

At the time, these 5 teachers were teaching extra classes at building A50, TT3 Van Quan urban area (Phuc La ward, Ha Dong district), under the direction of Van Quan Education Center. This address is not the same as the location reported to the school because the headquarters of Van Quan Education Center (at building A48, TT3 Van Quan urban area, Phuc La ward, Ha Dong district) is under repair, so the center temporarily transferred teachers and students to another location. Teachers D.TPL, VTMH, TTVA taught extra classes outside the school with students who were not in their own class.

In the case of teacher Đ.TMH (who has not signed a labor contract with the Van Quan Education Center), at the time of the inspection, she was teaching a group of students in class 7A8, who were her students. The teacher affirmed that she taught this group completely free of charge to review some knowledge at the end of the year. However, the teacher did not report the free teaching of this group of students to the school and did not have evidence of voluntary participation in free learning. This teacher also taught at an unlicensed location.

In the case of another teacher, NTB, who had not signed a contract with the center at the time of the inspection, he explained that he was asked to teach instead.

Specifically, according to this teacher, the lesson taught at the time of the inspection was taught by another teacher who had signed a contract with the Center, but that teacher was hospitalized so the Center asked Ms. NTB to teach instead. However, the class Ms. NTB taught that day was her students at school and she also taught at a different location than the reported location.

Regarding the handling method, Van Yen Secondary School criticized and reviewed 3 teachers (including D.TPL, VTMH, TTVA) before the Pedagogical Council; the April 2025 classification was "Not completing the task". The individual teachers must commit to stop teaching extra classes outside of school in violation of regulations.

For the remaining 2 teachers (including Đ.TMH and NTB), the school has reprimanded, reviewed and drawn profound lessons before the Pedagogical Council; classified civil servants in April 2025 as "Not completing tasks". The individual teachers must commit to stopping illegal extra-curricular teaching.

The People's Committee of Phuc La Ward has also issued a notice requesting the suspension of extra classes from April 25 of the Van Quan Education Center at address A50, TT3 Van Quan urban area until all legal documents are available.

Previously, the Hanoi Department of Education and Training received a report that teachers at Van Yen Secondary School (Ha Dong District) were giving extra lessons outside the school to students they were teaching. On the afternoon of April 24, during a surprise inspection at a tutoring facility about 100 meters from the school, the leaders of Van Yen Secondary School discovered that some teachers were directly tutoring their own students.
