BTO - On April 18, 2025, Chairman of the Provincial People's Committee Do Huu Huy issued Document No. 1636 to the People's Committees of districts, towns and cities in the province on organizing the collection of opinions from voters representing households on the policy of arranging administrative units (ADUs) at the provincial and commune levels.
The consultation is a step to implement Conclusion No. 137 dated March 28, 2025 of the Politburo, Resolution No. 74 dated April 7, 2025 of the Government and directive documents of the Central Steering Committee, the Government Steering Committee and the Standing Committee of Binh Thuan Provincial Party Committee on the organization and organization of the political system and the construction of a 2-level local government model.
The subjects of the consultation are voters representing households in the province. The representative must have full civil capacity and be able to express opinions on behalf of the members of the household. The content of the consultation includes two main issues: The policy on the arrangement of provincial-level administrative units; The policy on the arrangement of commune-level administrative units where the voters are residing and are directly affected.
The collection of opinions is carried out in the form of distributing ballots (according to the attached form), organizing printing, distributing to households and collecting ballots. The People's Committee at the commune level can organize a meeting of household representatives, or assign village/neighborhood officials to collect ballots on-site, depending on actual conditions. The time for organizing the collection of opinions lasts from April 18 to April 20, 2025. After completion, the People's Committee at the commune level will synthesize and report to the People's Council at the commune level, and send it to the People's Committee at the district level on April 21. Next, the People's Committee at the district level will report to the People's Council at the district level and send the results to the People's Committee of the province, and send it to the Department of Home Affairs on April 23, 2025.
Chairman of the Provincial People's Committee Do Huu Huy assigned the Department of Home Affairs to provide specific instructions on how to synthesize the results, and at the same time requested localities to proactively arrange appropriate funding to organize the consultation. Documents for consultation, including a summary of the project on the arrangement of administrative units at the provincial and commune levels (45 detailed projects), will be publicly posted on the Provincial Information Portal, the website of the Department of Home Affairs, the People's Committees at the district and commune levels, and posted at the headquarters of the People's Committees at the commune level. The dissemination and popularization of these documents will be carried out continuously from April 18 to 20, 2025.
The results of the voter survey will be made public and transparent, and posted on the official information platforms of the province and localities. The Chairman of the Provincial People's Committee requested localities to promptly carry out tasks, ensure compliance with regulations, and contribute to building a more effective and efficient government organization model in the coming time.
