On the morning of October 10, speaking at the National Digital Transformation Program 2023 , Prime Minister Pham Minh Chinh stated that this is the second consecutive year of organizing this important event, demonstrating the determination of the Party and State, the political system, the business community and people nationwide to join hands to promote national digital transformation.
The Prime Minister emphasized that digital transformation is a trend and movement of the times. This is also an objective requirement of a country, a strategic choice to build and develop the country quickly, comprehensively, modernly and sustainably.

It is impossible to develop digital technology without electricity and radio waves.
The national digital transformation goal by 2030 emphasizes that Vietnam will become a digital nation, prosperously developing, pioneering the application of new technologies and new models.
The Prime Minister pointed out that we cannot talk about digital development and digital technology without electricity and waves. State and private enterprises need to take the lead in providing coverage and electricity grids to all people. This is the greatest desire of our Party and State.
"We keep talking but we don't do anything. We keep talking but there is still a lack of electricity and signal. It will never be universal and comprehensive," the Prime Minister noted and wished to strive to ensure that no place in the country lacks electricity or signal.
The Prime Minister emphasized that today's results are only initial results, we still have a lot of work to do ahead. In particular, efforts must be made to resolve many limitations, difficulties, and obstacles in the digital transformation process, especially digital data. In particular, issues related to network security and information security are issues that need to be addressed.
To effectively carry out national digital transformation, the Prime Minister pointed out that this requires us to have a methodical strategy, focus on key points, and innovate management methods and social governance operations.
The Prime Minister reiterated the view that digital transformation must allow people and businesses to benefit from public services and social utilities more conveniently, faster, and more effectively, while they themselves will create resources for development with key viewpoints.
Strongly apply science and technology, promote innovation, create motivation in the spirit of catching up, progressing together and making breakthrough efforts in building digital government, digital economy, digital society... The Prime Minister requested that ministries, branches and localities should decentralize and delegate more power when developing policies and laws, avoiding centralization. Decentralization and delegation must go hand in hand with resource allocation, improving enforcement capacity and strengthening inspection and supervision.
"Currently, all levels, sectors and ministries are just relying on their own people to do the work. How can we finish the work if we do that?", the Prime Minister said, adding that there needs to be more decentralization, delegation of authority and allocation of resources. Each agency and unit must be responsible for its own decisions. In particular, it is necessary to control output more than input.
The Prime Minister requested to listen, be receptive, and accept people's feedback. Because people are the ones directly affected.
"Currently, some ministries and sectors sometimes and in some places do not really listen to the opinions of the people and businesses. They are the ones who are implementing and being affected. If we keep arguing that we are right, what can we do?" - the Prime Minister noted.
