On the afternoon of April 16, in Hanoi, the 4th Partnership for Green Growth and the Global Goals 2030 (P4G) Summit, Vietnam 2025 with the theme “Sustainable green transformation, people-centered” officially opened. General Secretary To Lam attended and delivered a policy message; Prime Minister Pham Minh Chinh chaired the opening ceremony.

Also attending the opening ceremony were Lao Prime Minister Sonexay Siphandone, Ethiopian Prime Minister Abiy Ahmed Ali, Cambodian Deputy Prime Minister Neth Savoeun, UN Deputy Secretary-General Amina J. Mohammed; along with the participation of about 1,000 delegates from more than 40 countries and international organizations, along with scholars and businesses.

Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Thanh Hoa Provincial People's Committee, discussed with international partners on the sidelines of the conference.

The conference focused on solutions to promote green transformation and sustainable development, joining hands to build a peaceful, safe, equal, prosperous and climate-resilient world, a green planet and a green future for every citizen.

In his opening speech, Prime Minister Pham Minh Chinh warmly welcomed the leaders and delegates attending the P4G Summit held in Hanoi - the city for peace, the creative and globally connected city, the capital of conscience and human dignity.

According to the Prime Minister, since its first event in Copenhagen (Denmark) in 2018, the P4G Summit has demonstrated the far-reaching influence of a world-leading forum for promoting public-private cooperation, connecting governments, businesses and social organizations to jointly develop breakthrough solutions and policies on green growth, contributing to the implementation of the United Nations' sustainable development goals by 2030.

Comrade Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Thanh Hoa Provincial People's Committee attended the conference.

In the context that the world continues to face unprecedented challenges of natural disasters, climate change, epidemics, environmental pollution, resource depletion, population aging, etc., green transformation and sustainable development are inevitable trends, top priorities and strategic choices of countries and peoples around the world.

The Prime Minister stated that the theme of “Sustainable green transformation, taking people as the center” of this Conference represents the aspiration of all of us towards a bright, green, clean and beautiful world with the viewpoint emphasizing the human factor as the center, the subject, the goal, the driving force and the resource for development, for the greening process and sustainable development on the beautiful green planet.

The Head of the Vietnamese Government stated: Facing difficulties and challenges is also an opportunity for us to develop together, overcome adversity, for the lasting development of nations and peoples, and for the happiness of all people in the world.

The Prime Minister also emphasized that science and technology, innovation, and digital transformation play a key role; the market plays a leading role; and social awareness plays a fundamental role in promoting green transformation.

The Prime Minister said that for Vietnam, along with digital transformation, green transformation is an objective necessity, a key factor and a breakthrough driving force to promote rapid, green growth and sustainable development, realizing the strategic goal of becoming a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045, while contributing to gradually realizing the commitments at COP26 on bringing net emissions to "0" by 2050.

From practical experience with initial positive results, especially in renewable energy, green agricultural development, participation in multilateral mechanisms and initiatives on green transformation, as the host country of the 4th P4G Summit, to promote the green transformation process, focusing on people, the Prime Minister said that Vietnam has 3 proposals for delegates to discuss, analyze, evaluate and agree on approaches, solutions and cooperation frameworks in the coming time.

Firstly, on promoting the improvement of green thinking, focusing on developing science and technology, innovation, digital transformation associated with green growth; identifying green resources originating from green thinking, green growth drivers originating from green transformation and green power originating from green awareness of people and businesses in countries, regions and globally.

Second, building a responsible green community; in which, the Government plays a role in guiding, encouraging, and ensuring stable institutions, favorable for green growth; the private sector is the core in investing in technology and popularizing green standards.

Third, promote international cooperation and strongly develop multi-stakeholder green cooperation models, especially public-private partnerships (PPP), South-South, North-South cooperation, multilateral cooperation frameworks... to remove institutional barriers, increase access and accelerate the transition of green capital, green technology and green governance.

Delivering a policy message at the Conference, General Secretary To Lam emphasized that, in the face of the great and rapid changes of the times in today's world, Vietnam is making constant efforts to reach an era of strong and prosperous development of the nation, standing shoulder to shoulder with the world's great powers; successfully building a socialist society for the goal of a rich people, strong country, democracy, fairness, civilization, and happiness. By 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.

The General Secretary shared that, with the experience of 40 years of Renovation, Vietnam determined that the path to realizing the above goals must ensure the principles of "sustainability, inclusiveness, and harmony", including: Rapid development must go hand in hand with sustainability, high quality, and must harmonize economic development with culture, society, environmental protection, and adaptation to climate change.

The General Secretary stated that Vietnam is focusing on promoting strategic solutions for national development, promoting institutional reform as the breakthrough of breakthroughs; focusing on reform, opening up, clearing bottlenecks, liberating all resources for development, especially socio-economic development; creating conditions for economic sectors to develop together, with attention paid to the private economy; creating conditions for deeper international integration.

The General Secretary emphasized that promoting the development of science, technology, innovation and national digital transformation is a top priority breakthrough, a key driving force for rapidly developing modern productive forces, perfecting production relations and innovating national governance methods. In particular, data is a new resource, the “air and light” of the new era, and a new means of production.

Regarding green transformation, the General Secretary said that Vietnam has initially achieved some important results: Being the leading country in supplying renewable energy in ASEAN, with wind and solar power capacity accounting for 2/3 of ASEAN's total capacity; being a good example of promoting sustainable green agriculture. Vietnam is also an active and responsible member of all multilateral mechanisms and major initiatives on green growth and energy transformation (such as the Paris Agreement on climate, the Partnership for a Just Energy Transition JETP, P4G...).

In particular, in terms of institutions, it is necessary to basically build the necessary mechanisms and frameworks for green growth, including: National planning, energy master planning, strategies and plans for industry and spearhead development, a list of key projects and decrees to remove difficulties for the energy sector and green growth.

The General Secretary stated that Vietnam's development path cannot be separated from the general trend of the world and human civilization. Vietnam advocates placing itself in the flow of the world, skillfully combining national strength and the strength of the times, creating Vietnamese strength in the era of rising up; will continue to promote the process of opening up, proactively and actively integrating into the international community in a synchronous, comprehensive, deep and effective manner.

The conference heard speeches by the Prime Minister of Ethiopia, the Prime Minister of Laos, the Deputy Secretary-General of the United Nations, and President of the World Resources Institute Ani Dasgupta.

Within the framework of the conference, Prime Minister Pham Minh Chinh also chaired a high-level discussion session: “Sustainable green transformation, focusing on people”, with the participation of Heads of delegations of countries, international organizations; representatives of agencies, ministries, sectors and localities; Ambassadors, Heads of diplomatic missions in Vietnam; representatives of the P4G and WR International Secretariats; and a number of Vietnamese and international enterprises.

This is the fourth time the P4G Conference has been held and is the first multilateral summit on green growth hosted by Vietnam, with a series of main activities such as: Green Growth Exhibition, opening session, summit, high-level discussion session, dialogue session between businesses and leaders and closing session.

Vietnam hosts the P4G for the fourth time with the aim of contributing to the common effort to promote green growth and global sustainable development; accelerating the implementation of international commitments on climate change response, emission reduction and growth model transformation; attracting and leveraging international resources for green transformation, digital transformation, science, technology and innovation, realizing national development goals in the era of the Vietnamese people's rise; and helping to enhance Vietnam's position and role in multilateral mechanisms.
