"Bottleneck" in land clearance

After a period of implementation, the Project to upgrade and renovate Provincial Road 160, National Highway 279 section to Xuan Thuong (Km 41 - Km 63), Bao Yen district, Lao Cai province, now Xuan Hoa commune, Lao Cai province is facing major challenges in progress.

After a period of implementation, the Project to upgrade and renovate Provincial Road 160, National Highway 279 section to Xuan Thuong (Km 41 - Km 63) in Bao Yen district (old), now Xuan Hoa commune, Lao Cai province (hereinafter referred to as the Project to upgrade and renovate Provincial Road 160) is facing major challenges in terms of progress. The main reason is that the site clearance work at the section Km 41 - Km 52 and the branch line to Ben Chuan bridge in Xuan Hoa commune is encountering difficulties.

The project to upgrade and renovate Provincial Road 160 carries great expectations of changing the face of traffic infrastructure, creating leverage for the socio -economic development of an entire region.

The project has a total investment of 138 billion VND, the investor is the Lao Cai Provincial Traffic Project Management Board.

Construction units include: Vu Thanh Company Limited, 873 Joint Stock Company - Traffic Construction, Lao Cai Construction and Inspection Joint Stock Company. Project implementation period 2022 - 2025.

It can be seen that the Provincial Road 160 Upgrade and Renovation Project is not simply about building a road, but also opening the door to connection, trade and improving the quality of life for thousands of people. However, the current state of Provincial Road 160, the section passing through Xuan Hoa commune, is a completely opposite image compared to the original vision of the project. Instead of a flat asphalt road, the people here are facing a messy, unfinished construction site, becoming one of their daily obsessions.

Mr. Pham Quang Thuong, in Chuan village, Xuan Hoa commune, said: When it is sunny, it is dusty, when it rains, it is muddy, slippery, and water forms large puddles. Those who are not familiar with the road and have unstable driving skills can easily fall. We are very worried about the teachers and students as the new school year is approaching.

Mr. Thuong’s concern is not unique, it is the common concern of hundreds of households living in Xuan Hoa commune and neighboring areas. The weary wait does not stop at the issue of transportation, but also affects business, trade and general life of the whole community.

According to the Lao Cai Provincial Traffic Project Management Board, the current volume of construction is still lower than expected. Specifically, the package constructed by the consortium of Vu Thanh Company Limited, 873 Joint Stock Company - Traffic Construction, Lao Cai Construction and Inspection Joint Stock Company has achieved 34.8% of the contract value; the package constructed by Vu Thanh Company Limited has achieved 16% of the contract value; the package constructed by 873 Joint Stock Company - Traffic Construction has achieved 31.8% of the contract value; the package constructed by Lao Cai Construction and Inspection Joint Stock Company has achieved 83.5% of the contract value.

Recently, the investor requested the Provincial People's Committee to extend the contract implementation period until December 31, 2025. Analyzing the cause further, the parties involved all pointed out that the biggest "bottleneck" lies in the site clearance work in Xuan Hoa commune.

Mr. Vu Hong Quynh, Vice Chairman of Xuan Hoa Commune People's Committee, said: Up to now, compensation and site clearance work has been completed for 192/301 households. The remaining households have not yet completed the work of approving plans, paying expenses and notifying land recovery. The main reason is due to complicated issues such as land disputes, property division and land overlap between households. The local government is directly coordinating with relevant departments and agencies to organize many meetings, carefully analyzing and evaluating each household case. The goal is to find a legal basis, thereby serving as a basis for propaganda, mobilizing people, and persuading them for the common good.

In the context of general difficulties, there are still bright spots, examples of consensus and joining hands for the development of the homeland. A typical example is the family of Mr. Dao Ngoc Hung in Mai Thuong village, Xuan Hoa commune. Mr. Hung's family is located in the lowest area of ​​the road, which is heavily affected by mud and flooding. But instead of complaining, Mr. Hung showed absolute consensus with the State's policy.

Mr. Hung affirmed: My family is in agreement with the land clearance, my family will accept whatever land the State takes.

It is known that, in order to immediately solve the muddy situation and drain water from the road to the stream, Mr. Hung's family voluntarily donated part of their garden land for the construction unit to dig a ditch. This action not only helps reduce difficulties for the surrounding people but also demonstrates a high sense of responsibility, putting the common interest above personal interests.

The actions of Mr. Hung’s family have become a model, a source of inspiration for the local government to use as an example in mobilizing other households. It shows that no matter how complicated the problem is, when people clearly understand the importance of the project, they are willing to join hands and contribute.

Faced with the project's current difficulties, Mr. Nguyen Thanh Trung, Deputy Head of Project Department 1, Provincial Traffic Project Management Board, made specific commitments and solutions.

Mr. Trung affirmed: We are closely coordinating with the local authorities of Xuan Hoa commune and relevant agencies to carry out site clearance in sections. Wherever there is a clean site, we will immediately start construction. We strive to complete the project and put it into use by December 31, 2025.

In addition to the problems related to site clearance, the rainy season is also an objective factor hindering the project's progress. Mr. Trung added: It is currently the rainy season, so contractors have not been able to mobilize enough machinery to carry out construction. When the rainy season is over and the site is cleared in each section, we will require construction units to fully mobilize machinery and human resources. If necessary, we will add more subcontractors to ensure progress. These are determined commitments. However, the key to realizing these commitments still lies in the synchronous and effective coordination between the parties, especially the complete resolution of site clearance problems.

Hopefully, with the current efforts and consensus of the people, the obstacles will soon be resolved. At that time, Provincial Road 160 will no longer be a "worn out road", but will become a symbol of development, of will and consensus, helping people's travel become more convenient and safer.
