The Provincial People's Council approved the policy of reorganizing Lam Dong province, Binh Thuan province, Dak Nong province into Lam Dong province, directly under the Central Government; the political and administrative center is located in the current Lam Dong province, with a natural area of 24,233.07 km2 and a population of 3,872,999 people.

Previously, according to the content of the Project on rearranging the provinces of Lam Dong, Binh Thuan and Dak Nong, in the process of national unification and innovation, provincial-level administrative units (UDs) including Lam Dong, Binh Thuan and Dak Nong were adjusted and rearranged many times to suit each historical period and achieved a number of positive results contributing to promoting resources to promote socio-economic development, ensuring political security, order and social safety.

In recent years, Vietnam has been promoting the process of innovation and administrative reform to build a streamlined, effective and efficient state apparatus, better meeting the requirements of socio-economic development and international integration. In that context, the merger of provincial and municipal administrative units is considered one of the strategic solutions to achieve the above goal. This policy has been clearly stated in Conclusion No. 126-KL/TW of the Politburo, emphasizing the review and rearrangement of administrative units that are no longer suitable in terms of area and population size, ensuring the streamlining of the apparatus, enhancing the effectiveness of state management and improving the quality of public services.

The project also clearly states the organizational structure, cadres, civil servants, and public employees of public service units (except education and health) under departments, branches, and sectors. In particular, regarding the organizational structure: Merge the units with similar functions and tasks or receive the organizational structure, cadres, civil servants, and public employees of public service units under departments, branches, and sectors. Implementation roadmap: Immediately after the National Assembly's Resolution on the arrangement of provincial-level administrative units, deploy the development of the Project to arrange and reorganize agencies, units, and public service units under departments, branches, and sectors, ensuring the conditions, order, and procedures according to regulations. Regarding the payroll: At the time of consolidation, receive and arrange the total payroll of all three localities of Lam Dong, Binh Thuan, and Dak Nong. From 2026 onwards: Streamline the payroll associated with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of payrolls basically complies with the regulations of competent authorities...
Also according to the review report of the Provincial People's Council's Legal Committee, based on research on the history of formation, assessment of the current status of administrative units of Lam Dong, Dak Nong and Binh Thuan provinces according to the following criteria: Natural area, population size, tradition, culture, ethnicity, geographical conditions, scale of socio-economic development, transport infrastructure, information technology, requirements to ensure national defense, security and international integration... The Provincial People's Committee has developed and implemented the collection of opinions from the People and departments, branches and localities on the "Project to rearrange Lam Dong province, Binh Thuan province and Dak Nong province into Lam Dong province" and has achieved high consensus.
