Located in the north of Ý Yên district, Tân Minh commune (Ý Yên) was established on the basis of merging the three communes of Yên Lợi, Yên Tân and Yên Minh according to Resolution No. 1104/NQ-UBTVQH15 dated July 23, 2024 of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in the 2023-2025 period of Nam Định province. During the resistance war against the US, the three communes were strategic "safe zones", where many provincial headquarters were located. Many exciting and bustling emulation movements in production and combat such as "Three ready" of the youth, "Three responsible" of the women, "Three enthusiastic" of the elderly were pushed to a climax, bringing many high results and mobilizing all classes and ages to participate in production and combat, contributing human and material resources to the great frontline. Therefore, all three communes have fulfilled their military service obligations every year, and many outstanding children have been selected to reinforce the front line. In particular, Yen Loi commune was awarded the Third Class Labor Medal by the State for its outstanding achievements in providing human and material support to the front line. Not only playing a good role in the solid rear area providing human and material support to the large front line, during the days when the enemy fiercely attacked the North, the communes all built air defense positions on Mai Do, Mai Son, Go Ma Cao (Yen Tan); Ngo Xa, Dong Doi, Binh Dien (Yen Loi) mountains to monitor, warn of aircraft and intercept and shoot low-flying enemy aircraft. In particular, the Mai Do village female guerrilla platoon led by comrade Nguyen Thi Tam was honored as the leading Victory Unit of the district at that time. All three communes also organized well the reception, created conditions for food, accommodation, demolished houses, trees to build underground works in the mountains;... especially in the period from 1967-1973, the people of the communes took care of over 500 children of Vinh Linh - Quang Binh people to evacuate. Comrade Pham Thanh Trung, Chairman of the Commune People's Committee, said: After completing the administrative unit merger, Tan Minh commune has a total natural area of ​​23.9 km2 and a population of nearly 19,000 people. Promoting the revolutionary tradition during the resistance war, Tan Minh commune has quickly stabilized its organization, apparatus, political system, urgently operated the activities of the Party leadership, government and departments, branches and organizations to ensure good performance of functions and tasks, promptly resolved administrative procedures for people in a convenient and smooth manner, creating a premise to focus on socio-economic development, especially the criteria for building new rural areas. In addition, the commune prioritizes resources to invest in additional facilities, equipment and machinery, creating favorable conditions to help cadres and civil servants quickly stabilize and focus on implementing work related to administrative procedure settlement, aiming at people's satisfaction.

With that effort, in the first year after the merger, the commune government apparatus operated effectively. The commune's administrative reform index increased; political security was stable, no complaints were issued after the merger, helping people feel secure in developing the economy. The commune maintained the spearhead of agricultural economic development, small-scale industry and many other rural industries. Typical are the pig farming and processing models of Yen Loi Livestock Cooperative with 2 products: pork and smoked pork, which are ranked as 3-star OCOP products; raising specialties such as bamboo rats, civets and bronze casting; producing traditional handicrafts. In particular, the commune has had a positive shift from changing ineffective production models. In particular, the chicken farm of Mr. Tran Van Thanh's family in An Song village has converted to growing flowers and ornamental plants on a large scale, bringing high economic efficiency. Or like Mr. Chu Van Luong's family in Nguyet Boi village, who has converted from large-scale pig farming to specializing in producing piglets for the market.

Uniting and unanimously exploiting the potential advantages of the land, building a new homeland, Tan Minh commune is increasingly developing.
