On the afternoon of April 14, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" chaired a meeting of the Steering Committee to deploy the Central Steering Committee's Plan on implementing the arrangement and merger of provincial and communal administrative units and building a 2-level political system at the local level.

Also attending were Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; Ministers, Heads of ministerial-level agencies and Government agencies; leaders of ministries, ministerial-level agencies and Government agencies who are members of the Steering Committee.

Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries and branches to implement the plans of the Central and Government based on their functions, tasks and powers to ensure effectiveness; advise and propose issues beyond their authority; Ministers and heads of branches must closely follow the progress to direct, assign and preside with a spirit of high determination, great efforts, drastic actions, completing each task, assigning "clearly to people, clear about work, clear about responsibilities, clear about progress, clear about results, clear about authority"; the Government and ministries and branches must guide the assigned tasks, issues under the authority of the Government will be assigned and guided by the Government, issues under the authority of the Ministries will be assigned and guided by the Ministries; the tasks must be carried out synchronously and in close coordination; the implementation process must be inspected, urged and reported weekly.

The Government Office, ministries and branches must have departments to monitor localities and urge them to implement; Government members assigned to monitor ministries and branches must actively go to localities to inspect, urge, remove obstacles and promote work.

On this occasion, the Prime Minister noted that the assigned working groups need to supervise the work, including removing difficulties and obstacles, and promoting the progress of the completion of the North-South Expressway project.

Regarding the public administrative service centers of provinces and communes, the Prime Minister requested the Ministry of Home Affairs to provide guidance on this; the provincial level must have an Investment Promotion Center to call for investment. The Ministry of Finance must review to indicate which ministries and branches have not completed the task of disbursing public investment capital in recent years, and have sanctions to ensure strict disciplinary action; request the unification of software to handle administrative work nationwide, combined with the population database of the Ministry of Public Security; direct and guide, so that from July 1, 2025, the stable operation of the new government after the merger must be ensured.

Regarding the use of one law to amend many laws, specifically the Law on Organization of Local Government, the Prime Minister noted that issues that were previously under the jurisdiction of the district, or even the province, should be assigned to the commune, and some issues previously under the province should also be assigned to the commune level. The Ministry of Science and Technology provides guidance on issues related to the implementation of management software.

Regarding Project 06, it is necessary to review a number of points according to the recommendations of the Ministry of Public Security; during the arrangement process, it is necessary to ensure the correct progress, comply with regulations, and re-regulate issues that are lacking regulations. The Prime Minister assigned the Standing Deputy Secretary of the Party Committee, Standing Deputy Prime Minister of the Government Nguyen Hoa Binh to directly handle these issues.

The Ministries guide and organize internal orientation; arrange communes and wards to ensure convenience for people to travel, especially schools for students; and reasonably arrange medical facilities.

On this occasion, the Prime Minister requested the need to rearrange schools with the spirit of reducing the number of schools and increasing boarding and semi-boarding to facilitate children.

Regarding the authority to handle public administration at two levels, the Ministry of Science and Technology must strive to serve the people. During the implementation process, it must be monitored, if there is any blockage, it must be handled and resolved immediately, ensuring smooth work; the spirit must be decentralization, decentralization to the province and commune. The Government Office must immediately implement support for administrative procedures, including decentralization to the commune level.
