DTO - On the afternoon of April 14, in Cao Lanh City, the working delegation of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) led by Comrade To Thi Bich Chau - Vice President of the VFF Central Committee came to survey and serve the construction of a united, prosperous and happy residential area in Dong Thap Province. Receiving and working with the delegation were Comrade Dinh Van Dung - Member of the Provincial Party Standing Committee, Chairman of the Provincial VFF Committee; representatives of leaders of a number of departments, branches, socio-political organizations of the province; leaders of the VFF Committee of Cao Lanh City and Cao Lanh District.

Comrade To Thi Bich Chau - Vice President of the Central Committee of the Vietnam Fatherland Front spoke at the working session of the delegation with the Provincial Committee of the Vietnam Fatherland Front.

According to the draft Guidelines for implementing the construction of a united, prosperous and happy residential area, the construction of a united, prosperous and happy residential area is based on the movement to build a cultural residential area, promoting the role of the Front, and promoting the spirit of self-management of the People. Regarding the criteria framework, residential areas that meet the standards of solidarity, prosperity and happiness are first of all residential areas that meet the standards of "Cultural Villages and Residential Groups" according to the provisions of Decree No. 86 dated September 17, 2018 of the Government stipulating the framework of standards and procedures, procedures, and records for considering and awarding the titles of "Cultural Family", "Cultural Villages and Residential Groups", "Typical Communes, Wards and Towns".

At the working session, the representative of the Standing Committee of the Provincial Vietnam Fatherland Front Committee reported to the Working Group on the results of the implementation of campaigns, emulation movements and existing titles in the residential areas of the province. Notably, the whole province has 153 Assembly Halls, 12,319 self-governing People's Groups, contributing to promoting the role of autonomy and self-management of the people in participating in building new rural areas and civilized urban areas. Implementing the Campaign to implement the Program "Eliminating temporary houses" in the province for the period 2024 - 2029 and orientation to 2030, from August 2024 to present, the whole province has supported the completion of 2,038 houses, currently 1,411 houses remain, expected to be completed by September 2025. The movement "All people unite to build a cultural life" has been well implemented, the emulation titles have received high consensus from all levels, sectors, localities and people, serving as a driving criterion for implementing patriotic emulation movements in the locality, contributing to the development of the local economy and society.

Regarding the draft Guidelines for building a united, prosperous and happy residential area, the Standing Committee of the Provincial Vietnam Fatherland Front Committee agreed with the contents and solutions for building a united, prosperous and happy residential area. At the same time, it was proposed that the Working Group study and add more open regulations for the criteria when issuing the Guidelines for building a united, prosperous and happy residential area. In addition, delegates attending the working session contributed many opinions and suggested developing the content of the criteria for evaluating a united, prosperous and happy residential area more comprehensively to suit the practical situation in each locality, but the nature and content still follow the guidance framework of the Central Committee of the Vietnam Fatherland Front; consider proposing and evaluating suitable emulation titles; have specific implementation guidance solutions to effectively build a united, prosperous and happy residential area...

Speaking at the meeting, Comrade To Thi Bich Chau - Vice President of the Central Committee of the Vietnam Fatherland Front emphasized that the Standing Committee of the Central Committee of the Vietnam Fatherland Front organized a Working Group to survey and collect comments from localities to serve the development of Guidelines for implementing the construction of united, prosperous and happy residential areas. Through the comments, the Group will record, consider and adjust the content of the criteria for building united, prosperous and happy residential areas to suit the reality of the localities, as a basis for the Central Committee of the Vietnam Fatherland Front to issue in the coming time Guidelines for implementing the construction of united, prosperous and happy residential areas with high feasibility, ensuring that all localities can implement, contributing to improving the quality of people's lives.
