On the afternoon of December 23, the Steering Committee for the Summary of the Implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee “Some Issues on Continuing to Innovate and Reorganize the Political System to Make It Lean and Effective” held its second conference to provide comments on the second draft of the Project on Streamlining the Political System of Thanh Hoa Province to Implement Resolution No. 18-NQ/TW and some other important contents. Comrade Nguyen Doan Anh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee chaired the conference.

Based on the inheritance of the first draft of the Project, the second draft of the Project to streamline the apparatus of the political system of Thanh Hoa province to implement Resolution No. 18-NQ/TW complies with the regulations of the Central Committee. The draft project to build and merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department (name according to the regulations of the Central Committee).

The second draft of the Project also stated the maintenance of 5 departments and specialized agencies under the Provincial People's Committee, with the arrangement and streamlining of the internal apparatus, including: Department of Justice, Provincial Inspectorate; Department of Culture, Sports and Tourism; Office of the Provincial People's Committee, Department of Foreign Affairs.

The second draft also outlines the structure, arrangement, and transfer of tasks of departments and branches subject to consolidation and merger; the termination of operations of provincial-level agencies and units. Accordingly, the operations of the Provincial Party Committee of Agencies and Enterprises will be terminated; the mobilization, arrangement, and assignment of leaders, managers, civil servants, and workers for two Party Committees: the Party Committee of provincial-level Party agencies, unions, people's councils, and judiciary; and the Party Committee of provincial-level government.

Reorganize the internal apparatus of provincial departments, agencies, branches, Party agencies, Fatherland Front agencies and socio-political organizations by reducing 5 specialized departments, 5 affiliated organizations and 5 public service units. Agencies under the Provincial People's Committee reorganize and restructure the internal apparatus, striving to reduce the number of internal organizational units by 15% or more.

The project also outlined the arrangement of district-level departments, offices, and branches and the establishment of new Party committees of Party agencies, mass organizations, People's Councils, and provincial judiciary; and the establishment of new provincial-level government Party committees.

Based on the discussion and democratic concentration of the Standing Committee of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee, in his concluding remarks, Secretary of the Provincial Party Committee Nguyen Doan Anh highly appreciated the frank and responsible opinions expressed at the conference. He stated that, based on the second draft of the Project, the Steering Committee needs to continue reviewing and updating the legal basis and instructions from higher levels as a basis for the arrangement.

Continue to review and clarify the functions and tasks of each agency and unit for appropriate arrangement. The arrangement needs to focus on carefully reviewing the functions and tasks of departments, agencies and branches to arrange the internal organization appropriately, ensuring the principle of arranging departments, agencies and branches based on the direction of the Central Government. Proactively prepare well for the mobilization and arrangement of cadres to implement the new organizational arrangement. Along with that, it is necessary to select cadres with sufficient qualities, capacity and quality to undertake the new tasks. Agree on merging the two guest houses of the Provincial Party Committee and the guest house of the Provincial People's Committee into one guest house...

At the conference, the Provincial Party Standing Committee also gave comments on the Draft document of the Provincial Party Standing Committee's orientation on the arrangement of cadres, civil servants, public employees and leaders and managers in units subject to rearrangement; summarized the second draft of the report summarizing the implementation of Resolution No. 18-NQ/TW.

Concluding the conference, Provincial Party Secretary Nguyen Doan Anh requested the Provincial Steering Committee to develop and complete directive documents and guidelines on the arrangement and assignment of leaders, managers, civil servants and public employees when merging the organizational apparatus. Prepare conditions for organizing the Conference to summarize Resolution 18 of the Central Committee. Strengthen propaganda work, reflect diversely and from many aspects on the implementation of Resolution 18 to create consensus among cadres, party members and people on the policy of arranging and streamlining the apparatus.

The head of the provincial Party Committee basically agreed with the documents presented at the conference and requested the Steering Committee to promptly reflect on arising issues; the leaders need to be exemplary and resolute in directing the implementation of Resolution 18-NQ/TW with the spirit that after streamlining, the organization and apparatus of the Thanh Hoa province political system must operate stronger, more united and more effective.
