Pursuant to Decision No. 24/2021/QD-TTg dated July 16, 2021 of the Prime Minister stipulating the annual review process of poor and near-poor households and the process of identifying households engaged in agriculture, forestry, fishery and salt production with an average living standard in the period 2022 - 2025, the Provincial People's Committee has issued a Plan to review poor and near-poor households and identify households engaged in agriculture, forestry and fishery with an average living standard in 2023, specifically as follows:

In order to determine the number of poor households, near-poor households, households escaping poverty, and escaping near-poverty in 2022 in the province according to the multidimensional poverty standard; correctly identify agricultural, forestry, and fishery households with average living standards as a basis for implementing poverty reduction and social security policies; and at the same time evaluate the results of implementing the poverty reduction target program of localities and the province, a review will be organized from residential areas, directly for each household, ensuring accuracy, objectivity, science, publicity, democracy, correct procedures, correct objects, correct situation, no duplication, omission of objects, creating consensus among the people.

Scope of review: Households with permanent residence or temporary residence registration in communes, wards and towns in the province. Subjects are poor households and near-poor households in 2022; households that are not poor households or near-poor households in 2022 but have a registration for review.

Review method: Survey and collect information to determine the level of lack of basic social services of poor and near-poor households. For households with average living standards, it is necessary to determine the household income within 12 months, before the review time, excluding subsidies or social assistance guaranteed by the state budget.

Time to conduct review:

For poor and near-poor households, the annual survey will be conducted from September 1, 2023 to December 14, 2023.

For regular review of poor and near-poor households, it is done once a month, from the 15th (from February to September).

Determining households with average living standards must be done from the 15th of each month.

Make a list of poor and near-poor households in 2023, agricultural households with average living standards and send data on poor and near-poor households to the Department of Labor, Invalids and Social Affairs to synthesize reports for the Ministry of Labor, Invalids and Social Affairs to serve the connection with the national database on population.

Implementing organization: Departments of Labor, Invalids and Social Affairs, Health, Finance, Planning and Investment, Department of Statistics; Provincial Fatherland Front Committee and People's Committees of districts, cities and towns based on their functions and tasks to organize implementation.

The cost of reviewing poor and near-poor households is implemented according to current regulations.
