Quang Nam Provincial People's Committee issued a plan to implement the arrangement of commune-level administrative units in the province. Regarding the purpose and requirements, the Plan clearly states:

Organize the dissemination and propaganda of Conclusion No. 121 KL/TW dated January 24, 2025 of the Central Executive Committee; Conclusion No. 126 KL/TW dated February 14, 2025, Conclusion No. 127-KL/TW dated February 28, 2025 and Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo, the Secretariat and directive and implementation documents of the Provincial Party Committee and the Provincial People's Committee, creating changes in awareness, action, determination and unity of the entire political system from the province to the grassroots level, the contingent of cadres, party members, civil servants, public employees and workers; creating trust, consensus and support of the people and public opinion in implementing the Project. Strengthen solidarity, focus on leadership, direction, management and implementation of socio-economic development tasks in the locality, ensure the process of implementing the arrangement of administrative units, streamlining the apparatus and not affecting the operations of agencies, units, people and enterprises. The development of related projects must ensure objectivity, democracy, science, specificity, in-depthness, openness, closely following the direction and guidance of the Central Government and close to the local practical situation, in accordance with the planning, local socio-economic development strategy, historical conditions, traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical and natural conditions, and residential communities; carefully assess the impact of the arrangement plan, forecast, identify difficulties, problems, inadequacies, arising and develop specific plans and solutions. Agencies, units and localities shall, based on current regulations and assigned tasks in this Plan, proactively guide and implement work contents within their authority or request competent authorities to guide on contents that are still stuck during implementation.

Regarding the assignment of implementation: Agencies, units and localities promote information and propaganda work among cadres, civil servants, public employees, workers and people to create consensus and high support for the policy of developing the Project and implementing the arrangement of administrative units. The Department of Culture, Sports and Tourism coordinates with the Department of Home Affairs and departments, branches and localities to effectively direct and guide press agencies and grassroots information systems in the province to promote propaganda on mass media according to assigned tasks. Quang Nam Newspaper and Quang Nam Radio and Television have plans and carry out information and propaganda on the policies of the Party, State and province, the implementation process, achieved results, good examples and lessons learned in implementing the arrangement of administrative units at the commune level of the province according to the Conclusions of the Politburo and the Secretariat.

Regarding the tasks, roadmap, and development of a project to reorganize commune-level administrative units. Specifically, review and synthesize local information systems to serve the project development, including: history, culture, population, customs, practices, transportation, geography. Natural area, population size, public assets; political organization, administrative organization, staff, civil servants, public employees, workers, related planning... to be implemented in April. Develop a project to reorganize commune-level administrative units, organize to collect voters' opinions at related commune-level administrative units. Submit to the Provincial People's Council for consideration, issue a resolution approving the reorganization policy and complete the project, submit to the Ministry of Home Affairs according to regulations, the presiding agency is the Department of Home Affairs.

Regarding implementation time: Develop a project, report to the competent authority for comments, collect voters' opinions, and submit to the Provincial People's Council at the meeting on April 24. Complete and send documents and procedures to the Ministry of Home Affairs before May 1.

Content of collecting voters' opinions: For the project of arranging provincial-level administrative units, the content is related to the plan to arrange the merged administrative units of Quang Nam and Da Nang City. For the project of arranging and reorganizing commune-level administrative units of the province, the content is related to the plan to arrange and reorganize commune-level administrative units for each commune-level administrative unit directly affected. The form of collecting opinions is to distribute ballots to collect opinions of voters representing households in the province implementing the arrangement (for the project of arranging provincial-level administrative units) and voters representing households in commune-level administrative units directly affected (for the project of arranging commune-level administrative units). The plan for organizing the collection of votes is to assign the People's Committees of districts, towns and cities to decide on the implementation plan to ensure the time according to regulations.

Quang Nam Provincial People's Committee requires that the collection of voters' opinions regarding the provincial merger project and the project to rearrange commune-level administrative units must be done before April 20, 2025.
