At the conference, the representative of the S leader in Soc Trang Health presented a summary of the submission, the draft Resolution amending and supplementing a number of articles of the regulations issued with Resolution No. 10/2021/NQ-HDND, dated December 8, 2021 of the Provincial People's Council stipulating the social assistance standards, social assistance levels for social protection beneficiaries, and disadvantaged subjects in Soc Trang province. Specifically, the draft resolution has 3 articles, of which 5 clauses are proposed to be amended and supplemented.

Most of the delegates agreed with the content of the submission of the Provincial People's Committee and the draft resolution of the Provincial People's Council regulating the standard level of social assistance, the level of social assistance for social protection beneficiaries, and disadvantaged subjects in Soc Trang province . According to the delegates' opinions, the proposal to amend and replace the new standard level in social assistance for disadvantaged subjects is reasonable (the old level is 360,000 VND/month instead of the new level of 500,000 VND/month); stipulate more applicable subjects, in accordance with the regulations and specify the payment costs, and switch from fixed standards to percentages.

However, delegates requested a clearer explanation of the payment ratio compared to the payment amount; the elderly receiving regular monthly allowances and a number of other important issues. In particular, it was suggested that some words should be reviewed, supplemented and adjusted to be appropriate and consistent; the format of the document should be reviewed according to regulations and the revised content should be clearly defined.

Comrade Luu Van Xem acknowledged the opinions of the delegates; requested the Department of Health to accept the opinions of the delegates and study and complete them before submitting them to competent authorities for consideration.
