No more hunger
Previously, Trieu Dinh Tu's family in Loc Thien commune, Loc Ninh district had a difficult life, had no land for production, and lived in a temporary house of an acquaintance. In 2014, Tu's family was granted 1 hectare of land and a house in the resettlement area of Loc Thanh commune. After more than 10 years of working here, Tu's family has had a fairly stable life. The original small house was expanded and built larger. When he first arrived in the resettlement area, Tu grew cassava intercropped with cashew trees to earn a living. In the past 2 years, he has switched to growing rubber trees. In addition to taking care of the garden, Tu also raises hybrid wild boars, cows and works for hire to have a stable income. Not only is Tu an example of overcoming difficulties and escaping poverty, he also actively participates in social work, protecting security and order in the locality. Mr. Tu shared: “With a house and land to cultivate, I no longer have to worry about making ends meet. Family life is gradually stabilizing, my son has graduated from college, and my daughter is in first grade. My wife and I take care of the rubber garden and raise livestock to develop the family economy.”

Perhaps the most spacious house in the settlement belongs to Mr. Dieu Hoa's family. Mr. Hoa said that the house was built with the money from selling cows and tapping rubber trees for hire. When he first arrived at the settlement, his family was given 2 breeding cows. After many years of grazing, the herd grew to more than 20 cows. More than a year ago, he sold 10 cows to get money to build a house. He is currently growing 1 hectare of rubber trees that are one year old. In addition to taking care of the garden, he and his wife take the time to tap rubber trees for hire, earning about 15 million VND/month. From a poor household, Mr. Dieu Hoa's family now has a stable life. In the new house with full amenities, Mr. Dieu Hoa is very grateful for the support from the State. He believes that nothing is difficult, as long as you work hard, you will not be afraid of poverty.

Avoid wasting investment resources
The Loc Thanh commune settlement project was implemented according to Decision No. 33/2007/QD-TTg dated March 5, 2007 of the Prime Minister on the policy of supporting migration for ethnic minorities in the period of 2007-2010 and lasting until 2016. In 2014, 62 poor ethnic minority households were granted land for production in the Can Duc hamlet settlement area, Loc Thanh commune. Each household was supported to build a house worth 45 million VND and granted 1 hectare of land for production. Implementing the policy, during the initial period of settlement, each household was supported with 6 months of food, 2 breeding cows, fertilizer, and labor tools to create a stable livelihood. Currently, most households in the settlement area grow cashews, rubber trees, and raise cows, bringing in a fairly stable income. Every year, Loc Thanh commune also creates conditions for households to borrow capital from the Social Policy Bank to raise livestock and take care of crops. From 2022, Loc Thanh commune's settlement area will no longer have poor households, and the lives of households will become increasingly stable.
Loc Thanh commune's settlement area borders the Cambodian border. The majority of the people are ethnic minorities with low educational levels. Therefore, the work of propagating and mobilizing people to comply with the Party's guidelines and policies, the State's laws and policies is carried out regularly and continuously by the commune and hamlet authorities. Every month and every quarter, the Can Duc hamlet security and order protection team coordinates with the border guards to patrol and clear border markers and lines, and at the same time, propagate and mobilize people not to let bad guys take advantage of and incite law violations, and strictly implement the regulations of the border area. Mr. Lam Nho, a prestigious person in Can Duc hamlet, Loc Thanh commune, said: "Any family with a child who causes trouble will have the hamlet committee and security team come to their house to propagate and remind them. Two years ago, there was a drug addict in this area. Border guards and hamlet committee members came to the family to encourage and propagate them to go to rehab. Currently, the subject has returned to his hometown and has not relapsed."
The settlement area of Loc Thanh commune is changing every day. From the asphalt road leading to the residential area to the newly built, spacious houses, looming behind the trees. It can be seen that new vitality is reviving in this land, many households have a more fulfilling life. However, people still have many concerns, because they have not been able to use the welfare facilities in the settlement area. That is, the water supply works, medical stations, primary schools, and kindergartens built since 2013 are still not in use.
Mr. Tu said: “In the dry season, many wells in the area dry up, causing local water shortages, while clean water supply projects that have been invested in are abandoned. Schools and medical stations are built very spaciously but are not used. Children go to school far from home, so they are often late.”

According to the leaders of Loc Thanh commune, since the kindergarten and primary school were built, no teachers were assigned to teach at the school. When the policy of eliminating isolated schools and classes was implemented, all classrooms were abandoned. The medical station has not yet been staffed. Mr. Nguyen Cao Thanh Sang, Chairman of the People's Committee of Loc Thanh commune, said: Currently, unused construction items have degraded. The People's Committee of the commune proposed that the People's Committee of Loc Ninh district repair the constructions to serve other needs. The commune will arrange militia forces to guard and regularly stay at the school and medical station to carry out farming and production on the commune's public land in the resettlement area.

In response to the proposal of the People's Committee of Loc Thanh commune, Loc Ninh district has planned to renovate and repair the water supply works and hand them over to the commune for management and operation.
“The Department of Ethnic Minorities and Religions is assigned to advise the People's Committee of Loc Ninh district to repair and upgrade construction items in the settlement area of Loc Thanh commune. To carry out this work, the department will coordinate with specialized departments to inspect and make estimates for repairing the works. It can be said that the policy of sedentarization has created conditions for ethnic minorities in the province in general and Loc Ninh district in particular to have a place to live and land to develop production, contributing to increasing income, eliminating hunger and reducing poverty, maintaining political security, order and social safety in the locality. In addition, authorities at all levels need to closely monitor and manage the use of works to avoid wasting investment resources.
