Ensure compliance with regulations in maritime area delivery
According to the plan, the total area of the sea area planned for aquaculture in Quang Yen town is 865 hectares, located within a 3 nautical mile zone. The assignment of sea areas to households, individuals and cooperatives in the town is carried out in accordance with regulations, to ensure sustainability in the development of the local aquaculture industry.

As of March 20, 2025, the Town Public Administration Service Center Branch has received 616 applications for sea area allocation from households and individuals. The Town People's Committee promptly issued documents to solicit opinions from relevant departments and branches to appraise and issue decisions on sea area allocation. As a result, 362 decisions on sea area allocation have been issued, corresponding to 217 hectares that have been allocated in the field to households and individuals; the remaining 254 applications are being further appraised and advised by specialized agencies. However, to ensure transparency and fairness, implementing the direction of the Town Party Committee Standing Committee, the Town People's Committee has temporarily suspended the allocation of sea areas to households and individuals. Localities are reviewing the approval of conditions, resolutely eliminating cases that do not meet regulations on environmental protection and aquaculture safety, especially the use of foam buoys.
For cooperatives, households and individuals requesting to hand over sea areas of over 1.0 ha (under the authority of the Provincial People's Committee), the Steering Committee for Sea Allocation of the town has organized two working sessions with relevant wards, communes and cooperatives. The goal is to unify the dossier components, conditions and criteria according to the inter-sectoral guidance and direction of the province. The working group is coordinating with the People's Committees of Hoang Tan and Lien Hoa communes to verify the conditions and determine the farming locations in the field for cooperatives. As of March 15, 2025, 10 cooperatives have been inspected for the conditions of cages using standard buoys, and the inspection work is still being carried out. In addition, the town is also reviewing and preparing documents to request support for aquaculture households damaged by Typhoon Yagi.
