Conclusion of the Politburo guiding the development of personnel plans for provincial Party committees subject to consolidation, merger and newly established communes

On April 14, 2025, on behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion 150-KL/TW (Conclusion 150) of the Politburo guiding the development of personnel plans for provincial-level Party committees subject to consolidation, merger, and newly established commune-level Party committees.

According to Conclusion 150, based on current regulations and policies, Resolutions of the Party Central Committee, Politburo, Secretariat on the consolidation and merger of provincial-level administrative units, not organizing district-level administrative units and reorganizing commune-level administrative units; to ensure tightness, synchronization and unity in personnel work in localities; after considering the proposal of the Central Organizing Committee on guidance on developing personnel plans for provincial-level Party committees subject to consolidation and merger and newly established communes (Submission 259-TTr/BTCTW in 2025), the Politburo concluded as follows:

1. Viewpoints, principles, requirements

(1) Developing personnel plans for Party committees, Standing Committees of Party committees, Inspection Committees of Party committees; assigning Party committee members and Standing Committee members to take on leadership positions of affiliated agencies and units after mergers and acquisitions is an important task, requiring the direct leadership and direction of the Politburo and Secretariat on the basis of fully promoting the authority and responsibility of the Standing Committees of Provincial Party Committees and City Party Committees (before and after mergers and acquisitions) and functional agencies according to regulations; at the same time, closely linking with improving the efficiency, effectiveness and efficiency of the political system.

(2) The personnel plan for provincial-level Party committees of localities subject to consolidation and merger includes incumbent Party committee members, standing committee members, and inspection committee members of provincial-level Party committees; for newly established communes, it includes Party committee members, standing committee members, and inspection committee members of district-level Party committees who, after completing their activities, are transferred and assigned to communes and incumbent Party committee members of communes, basically meeting the standards and conditions as prescribed.

(3) Uphold the principles in personnel work, ensuring strictness, democracy, objectivity, transparency, fairness, impartiality, and compliance with Party and State regulations. The assignment, appointment, arrangement, and introduction of personnel are based on the structure, quantity, standards, and conditions; in which, special attention is paid to and promoted political qualities, ethics, lifestyle, leadership capacity, prestige, especially having innovative and creative thinking, daring to think, daring to do, daring to take responsibility for the common cause and having specific results and work products. Pay attention to training, fostering, and arranging young cadres, female cadres, ethnic minority cadres, scientific and technological cadres, but do not lower standards because of the structure. Absolutely avoid local tendencies, "group interests", and negativity in assigning, arranging, and introducing cadres.

Do not consider, assign, arrange, or recommend to hold higher positions or more important positions for officials who have been disciplined during the 2020-2025 term or have committed violations or shortcomings according to the conclusions of competent authorities or have information about personal responsibility in cases, incidents, and conclusions that competent authorities are investigating, inspecting, and examining.

(4) At the time of consolidation or merger, the number of vice chairmen of the People's Council, vice chairmen of the People's Committee and deputies of affiliated agencies and units may be more than prescribed; at the same time, the assignment and arrangement of the number of Party Committee members, Standing Committee members, and Party Committee Inspection Committee members may be more in some affiliated agencies and units; however, after 5 years, the number and arrangement of personnel will be implemented according to regulations. For Party Committees at the commune, ward, and special zone levels (after consolidation, merger, or new establishment), it is possible to consider and arrange personnel who are provincial Party Committee members as Party Committee Secretaries; in special cases, if the Party Committee has an important position, economic scale, developed urban transport infrastructure, and a large number of Party members and population, it is possible to consider and arrange personnel who are members of the Standing Committee of the Provincial Party Committee or City Party Committee as Party Committee Secretaries.

(5) The Standing Committee of the Party Committee, the Standing Committee of the Party Committee at the provincial and communal levels and the leaders of the agencies and units after the merger must truly be a collective exemplary in terms of moral qualities, leadership capacity, solidarity and high unity; ensure inheritance, development and a balanced and harmonious representative structure among localities; meet the requirements for performing the political tasks of the locality after the merger and consolidation and contribute to building the Party's cadre team.

(6) Proactively carry out political, ideological, information and propaganda work well, creating solidarity, unity and high consensus among cadres, party members and the people; take measures to combat and promptly prevent acts and actions that violate the principles and regulations of the Party and the laws of the State, which directly affect the organization and implementation of the Party's policies and resolutions on streamlining the organizational apparatus, especially in the work of personnel arrangement and assignment.

2. Standards

The standards for Party committee members, Party committee inspection committees, leadership and management positions of agencies and units in the political system are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017 on the framework of standards for positions, orientation of the framework of criteria for evaluating leaders and managers at all levels; the standards for Party committee members stated in the new Directive of the Politburo on Party congresses at all levels for the 2025-2030 term towards the 14th National Party Congress and related regulations of competent authorities for cadre management. In particular, it is necessary to specify more clearly the political standards; professional qualifications, leadership capacity; specific results and products... of cadres under the management of the Standing Committees of Provincial and Municipal Party Committees (including commune-level cadres) and the political tasks of localities and units as a basis for consideration and arrangement according to authority.

3. Contents of human resource planning and implementation steps

3.1. Regarding the key leadership personnel plan of localities after the merger (secretary, deputy secretary, chairman of the people's council, chairman of the people's committee, head of the National Assembly delegation and alternate members of the Party Central Committee who are members of the standing committee of the provincial and municipal party committees):

The Central Organizing Committee shall preside over and coordinate with relevant agencies and units to prepare and develop specific personnel plans, report to the General Secretary, key leaders and the Standing Member of the Secretariat for comments and guidance to complete the key personnel plans of the localities, before submitting them to the Politburo and the Secretariat for consideration and decision according to their authority; ensuring strictness, timeliness, meeting the requirements of leadership, direction and continuous operation of the localities without interruption.

3.2. Regarding the personnel plan for the Party Committee, Standing Committee of the Party Committee, and Inspection Committee of the provincial Party Committee after the merger and consolidation, and the assignment of Party Committee members and Standing Committee members of the provincial Party Committee (after being appointed) to assume leadership positions of affiliated agencies and units (excluding positions under the management of the Politburo and Secretariat):

Step 1: Develop and approve human resource plan

- Prepare personnel plan: The leaders of the provinces and centrally-run cities assigned by the Politburo (there will be an announcement from the Central Committee) convene and co-chair with the secretaries of the provincial and municipal Party Committees in the merger or consolidation area to meet with the standing members of the provincial and municipal Party Committees and the heads of the organizing committees of the localities in the merger or consolidation area to prepare the contents to develop a personnel plan according to the following requirements: (i) Report on the situation of the staff of the localities in the merger or consolidation area regarding: Number of Party Committee members, Standing Committee members, Party Committee Inspection Committee members, structure of age, gender, ethnicity, qualifications; preliminary assessment of advantages, difficulties, strengths, limitations and causes. (ii) Based on the requirements of the political tasks of the Party Committee after the merger or consolidation, standards, conditions, structure, and quantity according to regulations; Develop personnel plans for the executive committee, standing committee, inspection committee of the Party Committee and assign Party Committee members, members of the standing committee of the provincial Party Committee and the city Party Committee to take on leadership positions of the agencies and units under the current term and for the next term with the above contents and requirements. (iii) Proposals and recommendations (if any).

- Approval of personnel plan: The provincial and municipal leaders assigned by the Politburo shall co-chair with the provincial and municipal Party Secretaries in the merger or consolidation area to organize a conference of the provincial and municipal Party Standing Committees of the merged or consolidated localities (with the participation of representatives of the Central Organizing Committee, the Central Inspection Committee, and the Central Party Office) to discuss and contribute ideas to complete and approve the personnel plan. During the discussion, if there are still different or inconsistent opinions, all opinions shall be fully synthesized and reported to the competent authority for consideration according to regulations.

Step 2: Based on the developed personnel plan, the Standing Committees of the Provincial and Municipal Party Committees (of the merged and consolidated localities) report to the Central Organizing Committee for review and comments to continue perfecting the personnel plan before reporting to the competent authority for appointment according to regulations.

Step 3: Receive comments and finalize the personnel plan

The leaders of the provinces and cities assigned by the Politburo shall co-chair with the secretaries of the provincial and municipal Party Committees in the merger and consolidation area a meeting with the standing committees of the provincial and municipal Party Committees of the merged and consolidated localities to study, absorb, and finalize the personnel plan to report to the Politburo and the Secretariat for consideration and appointment of personnel according to regulations (attached with personnel records according to Regulation No. 80-QD/TW, dated August 18, 2022 of the Politburo).

Based on the personnel appointment decision of the Politburo, the Secretariat, the Standing Committee of the Provincial Party Committee, and the City Party Committee of the locality after the merger or consolidation, consider and decide on the assignment of Party Committee members and Standing Committee members to assume leadership positions of affiliated agencies and units according to the authority and decision of the Politburo, the Secretariat and the Party Committee personnel plan that has received the opinions of the Central Organization Committee.

3.3. Regarding the personnel plan for the Party Committee, Standing Committee of the Party Committee, and Inspection Committee of the Party Committee at the commune level after its establishment and the assignment of Party Committee members and Standing Committee members of the Party Committee at the commune level (after being appointed) to take on leadership positions of units at the commune level:

The Standing Committees of provincial and municipal Party Committees shall base on the criteria, conditions, structures, and numbers stated in the new Directive of the Politburo and relevant regulations; at the same time, study the contents and requirements for developing the above-mentioned provincial Party Committee personnel plan to specify and direct the development and approval of the personnel plan for the executive committee, standing committee, and inspection committee of the commune-level Party Committee and the assignment of Party Committee members and members of the standing committee of the commune-level Party Committee to take on leadership positions of affiliated agencies and units for the 2025-2030 term; ensure unity and synchronization in organization and implementation and not contrary to this Conclusion.

Note: Before ending the operation of the district-level administrative unit and establishing a new commune-level administrative unit, the Standing Committees of the provincial and municipal Party Committees need to proactively review the source of district- and commune-level cadres to have a plan to consider, mobilize, assign, and arrange comrades at the Party Committee level, members of the Party Committee Standing Committee, secretaries, deputy secretaries; leaders of departments, offices, and equivalents at the district level, leaders at the commune level; and assign, designate, arrange, and introduce personnel to hold leadership positions at the new commune level as soon as they are established; ensuring timeliness, without interruption, improving the effectiveness of the political system at the commune level, and serving the needs of people and businesses well.

4. Implementation

(1) Assign the Standing Committee of the National Assembly Party Committee to direct the review and amendment of relevant legal regulations in the following direction:

When merging or consolidating provincial-level administrative units or establishing new commune-level administrative units, the positions of chairman and vice chairman of the People's Council and People's Committee; head and deputy head of the National Assembly delegation; heads of People's Council committees and members of the People's Committee shall not be elected according to regulations. Instead, the National Assembly Standing Committee, the Prime Minister, and the Standing Committee of the Provincial and Commune People's Councils shall, based on the notification of the Party Committee with authority to manage cadres, designate and appoint personnel to hold the above-mentioned related positions. In special cases, it is permitted to designate personnel who are not People's Council delegates to hold leadership positions of the newly established provincial and commune-level People's Councils.

(2) Assign the Standing Committees and Standing Committees of the provincial and municipal Party Committees of the localities after the merger or consolidation to proactively and closely coordinate with the National Assembly Party Committee, the Government Party Committee, the Party Committees of the Central Party agencies, the Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office and relevant agencies in preparing personnel plans for Party Committees and Standing Committees of Party Committees and orienting the assignment of Party Committee members and Standing Committee members of provincial and municipal Party Committees to take on leadership positions of affiliated agencies and units; at the same time, direct the implementation of related procedures according to the decisions of competent authorities and consider and decide on local personnel work according to the decentralization of cadre management and current regulations.

(3) Assign the Central Organizing Committee, the Central Inspection Committee, and relevant agencies to closely coordinate with provincial, municipal, and central party committees to advise on personnel work under the management of the Politburo and the Secretariat; guide, inspect, and urge the implementation of the Politburo's conclusions and directions on personnel work to ensure compliance with Party regulations and State laws.

If there are any problems during the implementation process, please promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration and guidance.
