Colonel Nguyen Trung Dac, Political Commissar of Dien Bien Provincial Military Command, said: Closely following the direction of the Party Committee of the Provincial Military Command in leading and directing specifically the two emulation movements "The Army joins hands to build new rural areas"; "The Army joins hands for the poor - No one is left behind", in recent times, the Military Commands of districts, towns and cities have proactively advised local Party committees and authorities to adjust land use planning and infrastructure development planning, socio-economic and environmental planning according to the new rural construction project associated with the task of building defense zones of the province and district and building combat village and commune positions; ensuring close combination between socio-economic development associated with strengthening national defense and security potential.

Officers of the Dien Bien Provincial Military Command visited and encouraged people affected by flash floods in Muong Pon.

Identifying the key task in the two emulation movements as helping people develop the economy and strive to eliminate hunger and reduce poverty, the Military Commands of districts, towns and cities have called for contributions to build and donate 4 boarding houses (worth nearly 1.9 billion VND) to students in the districts: Tua Chua, Dien Bien, Nam Po, Muong Nhe.

On the occasion of the 70th anniversary of Dien Bien Phu Victory, officers and soldiers of the provincial armed forces contributed to building 256 houses for poor households; coordinated with agencies and units inside and outside the army to receive support to build 222 schools, cultural houses, military-civilian houses of gratitude, great solidarity houses... worth more than 141 billion VND; mobilized officers and soldiers to support nearly 1.2 billion VND to support the program "Joining hands for the poor" launched by the Government.

With the program "protecting the western border in the dry season" organized annually, the entire period of 2021-2025, the Military Command of Dien Bien province has sent 386 officers and soldiers to difficult communes, including: Muong Nhe, Pa My, Huoi Lech, Muong Toong, Nam Vi (Muong Nhe district), helping people and localities with 5,386 working days to repair roads, dredge canals, build school yards, solidarity houses, provide free medical examination and medicine to people.

Comrade Lo Van Cuong, Vice Chairman of Dien Bien Provincial People's Committee congratulated the achievements of officers and soldiers of Dien Bien Provincial Armed Forces in two emulation movements, period 2021-2025.

In the work of natural disaster prevention and control, the Provincial Military Command mobilized 1,020 officers, soldiers and 1,600 militiamen to participate in more than 5,600 working days to help people overcome the consequences of floods, whirlwinds, hail and forest fires. In 2024 alone, when flash floods occurred in the border commune of Muong Pon (Dien Bien district), the Provincial Military Command advised the mobilization of more than 12,000 officers, soldiers on duty, reserve soldiers, and militiamen to help affected families overcome the consequences, build new houses and restore production.

With specific results in implementing the two movements, cadres and soldiers of the provincial armed forces have actively contributed to increasing the number of communes meeting new rural standards and basically meeting new rural standards in the whole province to 54 communes (an increase of 16 communes compared to the same period in 2021); at the same time, reducing the poverty rate to 21.62% (a decrease of 23.33% compared to the same period in 2021), contributing to strengthening national defense and security, building a solid people's position and further enhancing the image of "Uncle Ho's soldiers" in the new period.

Praising the achievements of the provincial armed forces in implementing the two emulation movements, at the conference, comrade Lo Van Cuong, Vice Chairman of the People's Committee of Dien Bien province, suggested that the provincial armed forces continue to promote the experience gained to replicate the way of doing in the coming time with the annual emulation movements to win, the emulation movement "Join hands to eliminate temporary and dilapidated houses in 2025" and programs, movements, and campaigns launched by the Central, the army and localities.

Representatives of the Dien Bien Provincial Military Command awarded collectives and individuals with outstanding achievements in implementing the two emulation movements.

It is especially necessary to pay attention to replicating the "Skilled Mass Mobilization" models, models that help people develop socio-economy in remote, isolated and border areas; closely coordinate forces to grasp the political security situation, social order and safety, promptly resolve situations early and from afar.

Recognizing the achievements of collectives and individuals, on this occasion, the Dien Bien Provincial Military Command awarded Certificates of Merit to 16 collectives and 31 individuals with outstanding contributions.
