At the conference, delegates focused on discussing the draft Joint Resolution of the Standing Committees of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh on the establishment of a Steering Committee and a Working Group to assist the Steering Committee in implementing the consolidation.

Accordingly, the co-Chairs of the Steering Committee are the Secretaries of the Provincial Party Committees of Phu Tho, Vinh Phuc and Hoa Binh provinces. The Steering Committee is responsible for directing the development and implementation of the Project to merge the three provinces according to the regulations and instructions of the competent authorities; the supporting groups are responsible for researching, advising on the development and implementation of the Projects to merge according to the prescribed outline, objects, content and time.

At the same time, the conference also focused on discussing the Steering Committee's Action Plan, in order to specify the work contents that need to be led, directed, and implemented in the process of building and implementing the Project to merge three provinces, ensuring proper direction, orientation, regulations, roadmap, and in accordance with the actual situation, reporting to the Government and the Ministry of Home Affairs before April 30; implementing the Project to merge administrative units of three provinces before July 15.

Secretary of Vinh Phuc Provincial Party Committee Dang Xuan Phong and Secretary of Hoa Binh Provincial Party Committee Nguyen Phi Long reached high consensus on a number of important tasks in implementing the project to merge three provinces, in which the implementation of the project must ensure the principle of placing the common development of the new province after the merger; ensuring solidarity, unity, creating high consensus in implementation; arranging staff work to ensure a relatively balanced, harmonious, and suitable situation.

When researching, developing and implementing the merger project, it is necessary to study policies to support accommodation and transportation for cadres, civil servants and public employees; arrange the use of working headquarters in the direction of making the most of existing headquarters, avoiding waste of public assets and creating convenience for cadres, civil servants and public employees in performing their tasks.

At the same time, it is necessary to focus on carefully preparing the organization of Party Congresses at all levels after the merger of the three provinces, especially the preparation of draft documents, identifying goals, directions, tasks and solutions in the new term to further develop the new province after the merger.

Concluding the conference, Phu Tho Provincial Party Secretary Bui Minh Chau emphasized that the Standing Committees of the three provincial Party Committees need to soon reach an agreement to issue a Resolution on the establishment of a Steering Committee and a Working Group to assist the Steering Committee in implementing the merger of the three provinces, ensuring high solidarity, unity, and clarity in leadership and direction for the common task.

After being established, the Steering Committee urgently developed and issued an action plan that clearly defined the roadmap, work content, deadline, completion progress and implementation responsibilities of relevant organizations, units and individuals, ensuring timeliness, synchronization, unity, quality and efficiency.

Specialized agencies proactively coordinate, exchange, and provide information on the proposed names of new communes before the Provincial People's Council approves them, to avoid duplication of names in the overall scheme. At the same time, review and propose plans for using office buildings, appropriate support policies and regimes for officials, civil servants, and public employees, etc.

The Secretary of Phu Tho Provincial Party Committee said that the implementation of the merger of the three provinces requires a relatively large amount of work, therefore, the Standing Committees of the three Provincial Party Committees need to soon reach consensus and unify in leadership and direction to implement the next tasks to ensure the progress of the plan set by the Central Government.

According to Resolution No. 60 of the 11th Conference of the 13th Central Executive Committee, it is expected to merge the three provinces of Phu Tho, Vinh Phuc and Hoa Binh under the name Phu Tho province, with the political and administrative center located in the current Phu Tho province.
