Faced with the increase in the number of neighborhoods and hamlets after the rearrangement compared to before, leading to pressure on headquarters and personnel of associations and unions, localities in Ho Chi Minh City have had many initiatives and flexibility in arranging headquarters as well as personnel so that neighborhoods and hamlets can operate effectively.
Mobilize sponsors to support
One day in early August, Ms. Le Thi Thu Ha, Head of Ward 2 and Mr. Le Quang Dat, Head of Ward 6 (An Phu Dong Ward, District 12) were busy cleaning the newly mobilized tables and chairs to equip the common headquarters of the two neighborhoods, preparing to put them into operation. This headquarters was previously the activity house of a sports club but was seriously degraded and was no longer in use. In response to the need for headquarters for the neighborhoods after the arrangement, the People's Committee of An Phu Dong Ward mobilized generous donors to support the repair costs to arrange for the two neighborhoods to operate together.

Happy to be moving to the new headquarters, Ms. Le Thi Thu Ha shared: “When the arrangement was first made, there was no headquarters for the neighborhood office, so the activities and meetings of the neighborhood were difficult. When the Ward People's Committee arranged the headquarters, it was repaired, the neighborhood had a clean and beautiful office for working activities, meetings as well as helping people to conveniently contact work and post information on documents from higher authorities to people more conveniently.”
Chairwoman of An Phu Dong Ward People's Committee Vo Thi Ngoc Lan said that during the process of arranging the neighborhoods, the locality strictly implemented the policy of not creating new headquarters. Therefore, the Ward People's Committee has reviewed old and degraded public assets and mobilized funds to renovate and repair them to arrange more for new neighborhoods to work.
Also facing difficulties with the neighborhood headquarters when arranging from 9 neighborhoods to 40 neighborhoods, Mr. Nguyen Hoang Tu, Chairman of Tan Quy Ward People's Committee (Tan Phu District) said that in the activities of the Party cell, the neighborhood Party cells schedule, agree on the time, and take turns holding each meeting, based on the regulations on using the neighborhood office. As for neighborhood residents' meetings, due to the large population, the neighborhood office is not enough to hold meetings, so the Party Committee - Tan Quy Ward People's Committee arranges a hall at the Ward People's Committee to hold meetings or contacts schools in the area for the neighborhoods to hold neighborhood residents' meetings.
Meanwhile, with 362 residential areas and hamlets but only 87 existing residential area and hamlet headquarters, the People's Committees of communes and towns in Hoc Mon district have flexibly arranged 42 residential areas and hamlets with separate operating headquarters; 304 residential areas and hamlets use the same headquarters in rotation; 16 hamlets rent or borrow locations to serve as operating headquarters. In addition, communes regularly review, repair and supplement facilities to ensure service for activities in residential areas and hamlets.
Improve management capacity
In addition to flexibly removing difficulties for the neighborhood to operate effectively and efficiently, many localities are also flexible in arranging personnel, focusing on improving the quality of neighborhood cadres. Chairwoman of An Phu Dong Ward People's Committee Vo Thi Ngoc Lan said that, along with the training course organized by the district, the ward proactively developed a training plan for neighborhood cadres, prepared a set of documents related to the regulations on neighborhood operations, and provided instructions on how to use the funds allocated to the neighborhood. At the same time, it provided instructions on the skills of conducting neighborhood meetings, people's meetings, and how to mobilize people...
Supervise the work of arranging neighborhoods and hamlets
The Standing Committee of the Ho Chi Minh City People's Council has established a delegation to supervise the implementation of the arrangement of neighborhoods and hamlets, headed by Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le. The delegation will directly supervise the Ho Chi Minh City People's Committee, the Department of Home Affairs, the Department of Finance, the Ho Chi Minh City Police, the Ho Chi Minh City Command; the People's Committees of Districts 1, 7, Tan Phu, and Hoc Mon District. The remaining localities will supervise through reports. The supervision content is related to the organization of activities to honor, show gratitude, and reward individuals participating in activities of neighborhoods, hamlets, residential groups, and people's groups. In addition, it will supervise the completion of personnel, the arrangement of organizational apparatus; the arrangement of operating headquarters for new neighborhoods and hamlets after the arrangement; the arrangement of funds to pay allowances for non-professional activists and monthly support for people directly participating in neighborhood and hamlet activities... According to the plan, today, August 8, the delegation will directly supervise at the People's Committee of District 1.
Thanks to that, since the arrangement of the neighborhoods, although there are still many difficulties, the neighborhoods have been very active, enthusiastic, and orderly. The neighborhoods have proactively carried out environmental sanitation, dredged canals, mobilized people to build roads, and contributed funds to build public works with high efficiency. In addition, in neighborhood 16 (Ward 13, Tan Binh District), a Head of the Association of the Elderly has been arranged to be the Deputy Head of the neighborhood. In addition, the neighborhood has also established 4 self-management groups to share work with the Head of the neighborhood.
To have funds to support this force, the 5 main positions of the neighborhood voluntarily deducted a portion of their allowances to pay for the forces participating in the self-management team. “Difficulties are common difficulties, while waiting for superiors to resolve them, we are trying to find ways to stabilize the activities in the neighborhood soon. Thanks to the flexibility in personnel, since its establishment, all activities in the neighborhood have been completed well,” affirmed Nguyen Huu Hung, Secretary of the Party Cell of Neighborhood 16.
In order to further train the team of ward cadres, the District 6 Party Committee has also coordinated with the Ho Chi Minh City Cadre Academy to organize a training course on professional skills, expertise, and political theory for ward staff in the district, with the participation of more than 900 people. Participating in the training course, ward cadres of District 6 were trained in topics on organization and activities in the ward; legal regulations related to ward management; meeting management skills, propaganda and mobilization skills, etc.
According to Nguyen Quoc Duong, Head of the Propaganda Department of District 6 Party Committee, the training course helps Party cell committees, Ward Chiefs, heads of socio-political organizations, and social organizations in the ward equip themselves with political theory knowledge and professional skills in Party and mass organization work, contributing to the successful completion of their tasks.

Continue to show gratitude and reward
After the Ho Chi Minh City People's Committee issued the regulations on the organization and operation of residential areas and hamlets, we disseminated them to 362 residential areas and hamlets in the district so that residential area cadres could clearly understand the contents and regulations on the operation of residential areas and hamlets. It is expected that in August 2024, the Hoc Mon District People's Committee will coordinate with the Ho Chi Minh City Department of Home Affairs to organize training and fostering for non-professional workers in residential areas and hamlets to improve operational efficiency, promptly resolve issues in residential areas, contribute to stabilizing security and order, and taking care of the material and spiritual life of the people. In addition, in order to recognize and express gratitude for the contributions and dedication of uncles, aunts, brothers and sisters who have participated in activities of hamlets, residential areas, residential groups, and people's groups, the District People's Committee has proposed the Ho Chi Minh City People's Committee to honor and reward 3,005 individuals participating in activities of residential areas, hamlets, residential groups, and people's groups in the district.

Understand your role better through training
Although I have more than 6 years of experience as a neighborhood chief, many of the contents when implementing still make me confused. Meanwhile, in neighborhood 2, many neighborhood cadres are new to the work, so it is inevitable that they feel confused, bewildered, and do not know where to start when performing tasks and organizing activities. The training course organized by District 6 Party Committee in coordination with the Ho Chi Minh City Academy of Cadres has provided us with a lot of knowledge and skills to better perform the tasks of neighborhood cadres. When the training course ended, some cadres in neighborhood 2 shared that they "broke out" many things, and understood more about their roles and tasks. The most valuable are the skills associated with the characteristics of the neighborhood - the place closest to the people, helping us to be more flexible when contacting and solving people's work.
