The Government has just issued Resolution No. 233/NQ-CP at the regular Government meeting in November 2024. One of the notable contents of the resolution is that the Government requests to resolutely and urgently reorganize and streamline the Government's apparatus, improve the effectiveness and efficiency of operations according to Resolution No. 18-NQ/TW. The Government requests ministries, ministerial-level agencies, and agencies under the Government, according to their assigned functions, tasks, and authorities, to thoroughly grasp the contents of the orientation and plan, and progress of the reorganization and streamlining of the Government's apparatus according to the requirements of the Central Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW. Focus on propaganda work, create consensus and unity in the reorganization process; propose plans to perfect the apparatus organization. Do a good job of political and ideological work for cadres, civil servants, public employees, and workers in the process of reorganization and streamlining the apparatus organization; have solutions to resolve the regime, policies and issues related to personnel work. Ministries, ministerial-level agencies and agencies under the Government shall immediately establish a Steering Committee headed by the Minister or head of the agency to direct the reorganization of the apparatus in the spirit of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW. Prioritize all resources to fully and comprehensively deploy tasks and orient the plan to reorganize the apparatus of the Government and the internal organizations of ministries, ministerial-level agencies and agencies under the Government. Implement in accordance with the schedule to complete each task specified in the orientation plan for the arrangement and streamlining of the Government's apparatus in Document No. 141/KH-BCĐTKNQ18 of the Government's Steering Committee and the tasks assigned by the Central Steering Committee with the spirit of "if you can't do it, no matter how difficult it is, you must do it", "only discuss doing it, not discuss back", "put aside personal interests for the common good". Urgently complete within a specific deadline in December 2024 the tasks related to the arrangement of the apparatus, including: First, develop a summary report on the implementation of Resolution No. 18-NQ/TW. Second, develop a project and plan to arrange and consolidate the apparatus according to the requirements and directions of the Central Steering Committee and the Government's Steering Committee. Third, develop a draft Decree regulating the functions, tasks, powers and organizational structure of ministries and agencies after the arrangement. Fourth, review the system of legal documents directly related to the organization and apparatus arrangement. Fifth, develop a project to establish Party Committees of ministries, ministerial-level agencies, and Government agencies directly under the Government Party Committee, and draft working regulations of Party Committees of ministries and agencies.
