Hanoi City People's Council passed 20 important resolutions at the 22nd Session

In his closing speech, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that after a day of urgent, serious, democratic, innovative, scientific and effective work, the 22nd session (special session) of the 16th City People's Council had completed all the contents and agenda and was a great success.

With a sense of responsibility, timeliness, quality and many innovations, creativity and efficiency; on the basis of closely following the policies and directions of the Central Government, the City Party Committee and the City People's Council have reviewed reports and submissions of the City People's Committee, and inspection reports of the City People's Council Committees to discuss, decide and pass 20 resolutions with a very high consensus rate; in which, there are many very important contents related to the arrangement of administrative units and authorities at all levels; resolutions specifying the Law on the Capital and mechanisms and policies to promote socio-economic development, ensuring social security in the city.

Immediately after this session, the City People's Council requested the City People's Committee, all levels, sectors and localities, according to their assigned functions, tasks and powers, to continue to have high political determination, high concentration, and organize the urgent, drastic, synchronous and effective implementation of the City People's Council's resolutions.

The Chairman of the City People's Council noted: The work of rearranging and reorganizing administrative units and building a 2-level local government organization model is a very correct and timely policy, aiming to continue to innovate, rearrange, and streamline the apparatus, build a lean, strong, efficient, effective, and efficient political system, which is trusted and highly agreed upon by voters and people. Comrade Nguyen Ngoc Tuan requested the City People's Committee to continue to closely follow the directions of the Central Government and the City to organize implementation, in the immediate future, urgently complete the Project on rearranging commune-level administrative units of the city, send it to the Ministry of Home Affairs before May 1, 2025 to submit to the Government and the National Assembly Standing Committee according to regulations.

The City People's Committee continues to research, perfect institutions, review relevant legal documents to submit to the City People's Council for promulgation, ensuring implementation immediately after the end of the district-level administrative unit's operations from July 1, 2025. At the same time, continue to review and deploy solutions to streamline the apparatus, improve the effectiveness and efficiency of operations, improve the quality of the staff; do a good job of political and ideological work for cadres and party members; strengthen propaganda and mobilization of voters and people, creating high consensus in implementing policies and directions of the Central and the city.

Regarding the group of resolutions related to finance, budget, land, public investment, and planning, according to comrade Nguyen Ngoc Tuan, these are contents aimed at promptly removing difficulties and obstacles, unblocking resources, and promoting socio-economic growth. The City People's Committee needs to develop a plan, clearly assign tasks, clearly define the roadmap and progress, and regularly urge, inspect, promptly direct, and remove obstacles and difficulties in the implementation process.

Regarding the plan to implement and enforce the Capital Law, the Chairman of the City People's Council emphasized that the remaining workload is very large, the City People's Committee focuses on directing departments and branches to closely coordinate with the Committees of the City People's Council to review and develop a roadmap and plan to promptly complete the dossier, submit it to the City People's Council at the upcoming sessions, ensuring the highest quality.

“The Standing Committee of the City People's Council plans to hold two more thematic meetings from now until the regular meeting in July 2025 to review relevant mechanisms and policies when arranging administrative units from July 1, 2025. This is a very timely content when implementing the Capital Law. The People's Council always accompanies the city to carry out its tasks and continues to review and consider the contents at the thematic meetings in May, June and the regular meeting in July with appropriate approaches,” emphasized comrade Nguyen Ngoc Tuan.

* Previously, the City People's Council reviewed and approved resolutions on: List of land areas planned to implement pilot projects according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly; Adjusting and supplementing the list of land recovery projects in 2025; List of projects to change the purpose of rice-growing land in 2025 in Hanoi; Resolution stipulating the order and procedures for establishing, adjusting, expanding the boundaries of high-tech zones and exercising a number of powers of the City's High-Tech Zone and Industrial Zone Management Board.

The City People's Council has approved the dismissal from the position of member of the City People's Committee for: Lieutenant General Nguyen Hai Trung, former Director of Hanoi City Police (transferred to another job); Mr. Le Anh Quan, former Director of the Department of Planning and Investment (receiving a new assignment); Mr. Do Dinh Hong, former Director of the Department of Culture and Sports (retired); Mr. Le Thanh Nam, former Director of the Department of Natural Resources and Environment (receiving a new assignment); Mr. Nguyen Viet Hung, former Director of the Department of Information and Communications (receiving a new assignment); Ms. Ngo Minh Hoang, former Director of the Department of Foreign Affairs (receiving a new assignment).

The City People's Council also elected Mr. Nguyen Thanh Tung, Major General, Director of Hanoi City Police, as a member of the City People's Committee for the 2021-2026 term.
