On April 25, the People's Councils of Hai Duong City, Chi Linh City, Kim Thanh, Ninh Giang, Thanh Ha, Gia Loc, Tu Ky, Binh Giang districts and communes and towns of the above localities held a meeting to approve the policy of merging Hai Duong province and Hai Phong City; arranging and naming commune-level administrative units.

100% of the People's Council delegates of Hai Duong City, Chi Linh City, Thanh Ha City... voted to pass the resolutions to merge Hai Duong Province and Hai Phong City; to arrange commune-level administrative units; and to pass policies on a number of other issues.

Thanh Ha district will establish 5 new communes after the merger including: Thanh Ha, Ha Tay, Ha Nam, Ha Bac and Ha Dong. The names are all selected based on local history, culture and traditions. The office and area of ​​some communes also changed compared to the previous project. After adjustment, 4 communes of Thanh Ha district including: Hong Lac, Cam Viet, Thanh An, Thanh Hai have part of their area merged into Kim Thanh district, Tu Ky and Hai Duong city.

According to information at the 21st session (special session) of the People's Council of Tu Ky district, term XX, 2021-2026, after 2 times of consulting voters on renaming, adjusting working headquarters and administrative boundaries of commune-level units, 54,039 voters in the district agreed, accounting for 96.75%.

Previously, on April 24, the People's Councils at district and commune levels of other localities of Hai Duong met to consider and issue resolutions approving the policy of merging Hai Duong province and Hai Phong city.
