On the morning of April 26, at the review session of the Legal Committee of the Hai Duong Provincial People's Council on the policy of arranging provincial-level administrative units, the Hai Duong Department of Home Affairs reported on the Project to merge Hai Duong province and Hai Phong city.

Regarding the organizational structure after the reorganization, the leader of the Department of Home Affairs said that the planned plan for departments, branches and equivalents is to merge 12 departments of 2 localities; merge 2 organizations equivalent to departments of 2 localities (Hai Phong Economic Zone Management Board and Hai Duong Industrial Park Management Board).

Maintain one special department, the Hai Phong Department of Foreign Affairs.

After merging the two localities, the number of departments includes: Department of Home Affairs, Department of Health, Department of Justice, Department of Agriculture and Environment, Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Finance, Department of Science and Technology, Department of Construction, Department of Education and Training, Department of Foreign Affairs (special department), Office of the City People's Committee, City Inspectorate; Hai Phong Economic Zone Management Board.

At the same time, arrange and consolidate organizations and public service units within departments, branches and equivalents according to the Central's orientation to ensure streamlining, effective and efficient operations.

The total number of cadres, civil servants and public employees of the new Hai Phong City does not exceed the total number present in the two localities before the arrangement (except for those who retire early or quit their jobs). After 5 years, streamlining the payroll is carried out in conjunction with restructuring and improving the quality of the team, basically ensuring the number of payrolls is in accordance with regulations.

Along with that, the leaders of Hai Duong Department of Home Affairs reported on the arrangement of staff, civil servants, public employees, workers, policy settlement, arrangement roadmap, handling of public headquarters after arrangement... Delegates highly agreed with the project.

Previously, at the working session, the Legal Committee of the Provincial People's Council reviewed and agreed with the Project on rearranging commune-level administrative units in Hai Duong province in 2025; abolishing Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the Provincial People's Council on support policies for cadres, civil servants, public employees, and workers who quit their jobs during the implementation of the rearrangement of the organizational apparatus in Hai Duong province.

The Legal Committee of the Hai Duong Provincial People's Council requested the Department of Home Affairs to absorb the opinions at the working session, advise the Provincial People's Committee, complete the submission and draft resolution to submit at the 30th session of the Provincial People's Council on the morning of April 28.
